Massive voluntary regularization expected

 

The labor department expects a massive voluntary regularization of contractual workers by thousands of employers starting this month.

 

This after Labor Secretary Silvestre Bello III announced the conclusion of an agreement with the Employers Confederation of the Philippines (ECoP) for the implementation of a voluntary regularization plan which will cover 30 to 40 percent of the workers of 3,200 pre-identified establishments, mostly ECoP members.

 

“We are confident that this agreement will set the stage for the massive regularization to be voluntarily initiated by the rest of the employers nationwide,” Bello said.

 

The signing of the Memorandum of Agreement on the National Voluntary Regularization Plan is set on Friday, February 8. The plan will cover an initial 220,000 workers.

 

Included in the agreement is the absorption by the principal employers as regulars the workers who are believed engaged under illegal contracting arrangements.

Bello said the government hopes more private companies will also absorb their contractual workers on their own volition once the agreement with ECoP is signed.

 

Among other companies who submitted their voluntary regularization plan include SM Malls, which were able to regularize 11,660 workers and Jollibeee Foods Corp.

 

As of December 2018, the labor department’s ‘endo’ campaign netted 413,940 regularized workers of which 291,612 workers were voluntarily regularized by their own employers, while the 122,328 secured their employment through labor inspections and assessment.

Inaasahan ng labor department ang malawakang boluntaryong regularisasyon ng mga kontraktuwal na manggagawa ng kanilang employer simula ngayong buwan.

 

Ito ay matapos ipahayag ni Labor Secretary Silvestre H. Bello III ang pagkakaroon ng kasunduan sa pagitan ng Employers Confederation of the Philippines (ECOP) para sa implementasyon ng voluntary regularization plan sakop ang 30 hanggang 40 porsiyento ng manggagawa ng 3,200 pre-identified establishment, kung saan karamihan dito ay mga kasapi ng ECOP.

 

“Nakatitiyak kami na ang kasunduang ito ang magiging daan para sa pagpapatupad ng malawakang boluntaryong regularisasyon ng iba pang employer sa buong bansa,” ani Bello.

 

Nakatakdang pirmahan ang Memorandum of Agreement on the National Voluntary Regularization Plan sa Biyernes, Pebrero 8. Sakop ng plano ang inisyal na 220,000 manggagawa. 

 

Kasama sa kasunduan na gagawing regular ng principal employer ang mga manggagawang pinaniniwalaang nasa ilalim ng illegal contracting arrangement.

 

Umaasa si Bello na kapag nilagdaan na ang kasunduan sa pagitan ng ECOP, marami pang kompanya ang boluntaryong magre-regular ng kanilang mga kontraktuwal na manggagawa.

 

Kasama sa mga kompanyang nag-sumite ng kanilang voluntary regularization plan ay ang SM Mall, kung saan ginawang regular ang kanilang 11,660 manggagawa, at Jollibeee Foods Corp.

 

Nitong Disyembre 2018, ang kampanya ng labor department laban sa ‘endo’ ay nagresulta ng 413,940 regular na manggagawa kung saan 291,612 manggagawa ay boluntaryong ginawang regular ng kanilang employer, samantalang 122,238 ay naging regular sa pamamagitan ng labor inspection at assessment.
