Rules on hiring of Filipino teachers in China out

 

The recruitment and deployment of Filipino English teachers by tertiary educational institutions (TEIs) in China is now possible following the issuance of its implementing guidelines.

 

Signed by Labor Undersecretary Claro A. Arellano, the guidelines spell out the memorandum of understanding on the Employment of Filipino Teachers of English Language that Philippine and Chinese governments forged in China last April.

 

In the joint guidelines, the qualifications of applicant are set, the roles and responsibilities of both governments are defined, and the system of deployment and acceptance are laid down.

 

For qualifications, interested Filipino teachers must be employed in private higher education institutions in the Philippines or those not currently employed in public institutions in the country.

 

In terms of education, an applicant must have obtained a bachelor’s degree from normal universities or in education or English language from Philippine educational institutions accredited by the Ministry of Education of the People’s Republic of China.

 

They must also have a valid certificate of registration above intermediate level and a professional license issued by the Philippine Board of Licensure Examination for Professional Teachers (PBLEPT).

 

Aside from these, an applicant should have not been charged or convicted of any crime or administrative offense, is in good health condition, and has no mental problem or pernicious habits such as drug addiction and excessive drinking.

 

With regard responsibilities, the State Administration of Foreign Experts Affairs (SAFEA) of the People’s Republic of China, as the counterpart in the agreement, shall guide local administration of foreigners working in China in the approval, issuance, supervision, and quota usage of the Foreigner Work Permit (FWP) for Filipino teachers of English language.

 

They shall also provide the Philippine Overseas Employment Administration (POEA) with the list of duly accredited TEIs and ensure strict implementation of the standard employment contract.

 

The Philippine Embassy and its Consulates in China shall serve as the contact window to address and resolve all labor-related concerns pertaining to the hiring and deployment of teachers, and those that may arise on site.

 

The POEA, meanwhile, through its Government and Placement Branch shall provide adequate support in the recruitment, orientation, processing, and documentation of Filipino teachers-applicants.

 

It shall also undertake the pre-screening of applicants and endorse a shortlist of pre-screened applicants to SAFEA, together with their application papers.

 

Meanwhile, the number of Filipino teachers of English language to be accepted, as provided for in the guidelines, shall be based on the actual situation of market supply and demand determined annually through negotiation by both governments.

Regulasyon sa pagtatrabaho ng Filipino teacher sa China, inilabas

 

Maaari nang makapag-recruit at mag-deploy ng Filipino teacher para sa tertiary educational institutions (TEIs) sa China matapos ipalabas ang regulasyon para sa implementasyon nito.

 

Nilagdaan ni Labor Undersecretary Claro Arellano, ang regulasyon ay ayon sa memorandum of understanding para sa Employment of Filipino Teachers of English Language na napagkasunduan ng pamahalaan ng Pilipinas at China na ginanap sa China noong Abril. 

 

Itinatakda sa pinagsamang patakaran ang kwalipikasyon ng aplikante, ang tungkulin at responsibilidad ng parehong pamahalaan, at paglalatag ng sistema sa pagdeploy at pagtanggap sa manggagawa.

 

Para sa kwalipikasyon, dapat nagtatrabaho sa private higher education institution sa Pilipinas o kasalukuyang hindi nagtatrabaho sa public institution ng bansa ang mga interesadong Filipino teacher.

 

Para sa tuntunin ng edukasyon, ang aplikante ay mayroon dapat bachelor’s degree mula sa unibersidad o sa education o English language mula sa Philippine educational institution na akredito ng Ministry of Education ng People’s Republic of China.

 

Mayroon din dapat na balidong certificate of registration above the intermediate level at professional license mula sa Philippine Board of Licensure Examination for Professional Teachers (PBLEPT).

 

Maliban pa dito, ang aplikante ay hindi dapat nakasuhan o nahatulan ng anumang paglabag sa batas, kriminal o administratibo, nasa maayos na kalusugan, at walang problema sa pag-iisip, o adiksyon sa droga at alak.

 

Patungkol naman sa responsibilidad, ang State Administration of Foreign Experts Affairs (SAFEA) ng People’s Republic of China, bilang katuwang sa kasunduan, ang gagabay sa lokal na administrasyon ng mga banyangang manggagawa sa China, sa pag-apruba, pag-isyu, pangangasiwa  sa quota usage ng Foreigner Work Permit (FWP) para sa Filipino teachers ng English language.

 

Magbibigay din sila sa Philippine Overseas Employment Administration (POEA) ng listahan ng duly accredited TEIs at titiyakin ang mahigpit na pagpapatupad ng standard employment contract. 

 

Ang Embahada ng Pilipinas at ang Konsulado ng China ang magsisilbing contact window upang tugunan at resolbahan ang mga usapin ukol sa paggawa partikular ang pagkuha at pag-deploy ng teacher, at kung magkakaroon ng suliranin sa lugar-paggawa.

 

Ang POEA, sa pamamagitan ng kanilang Government and Placement Branch, ang mangangasiwa sa recruitment, orientation, processing at documentation ng Filipino teachers-applicants.

 

Sila din ang mamahala sa pre-screening ng mga aplikante at pag-endorso ng shortlist ng pre-screened applicants sa SAFEA, kasama ang kanilang application paper.

 

Ayon sa ipinalabas na patakaran, ang bilang ng Filipino teachers ng English language na tatanggapin ay ibabatay sa aktuwal na sitwasyon ng taunang pangangailangan sa merkado sa pamamagitan ng negosasyon ng dalawang pamahalaan.
