DOLE deploys new volunteer inspectors

Fifty-seven new volunteer labor inspectors coming from professional groups, labor organizations, employees associations, and NGOs have received general authority from Labor Secretary Silvestre Bello III to participate in inspecting establishments until the end of 2018.

The 57 deputized inspectors’ authority, which took effect on September 25 and will be valid until December 31, 2018, will help augment DOLE’s workforce in the strict enforcement of labor laws in various establishments in the Western Visayas, Central Visayas, and Eastern Visayas, Northern Mindanao, Davao Region, SOCCSKSARGEN, Caraga, and National Capital Region.

The general authority was contained in Administrative Order No. 36-C series of 2018.

The volunteers are the fifth and sixth batches of social partner inspectors deployed by DOLE this year.

To date, a total of 215 volunteers had already been issued general authority to inspect establishments.

The volunteer inspectors coming from DOLE’s social partners may interview workers in the presence of the DOLE’s labor laws compliance officers and employers’ representatives, review employment records and attend mandatory conferences of the assessed establishments. They will be under the direct supervision and control of DOLE regional directors.

The deployment of volunteer inspectors coming from DOLE’s social partners is one of the strategies implemented by the Labor Department to assess about 900,000 establishments' compliance with general labor standards and occupational safety and health. DOLE has likewise created additional Labor Laws Compliance Officers (LLCOs) plantilla positions to beef up its assessment team. 

Deputized inspectors must come from qualified members of legitimate labor organizations, labor associations, chartered locals, national union or federation, accredited integrated professional organization/accredited professional organization, non-government organization, and employer’s organization.

The deputized inspectors will be supervised by LLCOs and function on a voluntary basis, thus will not be paid for their services.

To be a deputized inspector, one must undergo a comprehensive training on general labor standards and occupational safety and health and earn a certification from DOLE.

In the Administrative Order, Bello directed the regional directors to issue the corresponding authority to assess or inspect target establishments and workplaces. The authority is coterminous with the validity of the Administrative Order unless a shorter period is provided by the Regional Director.

The concerned DOLE regional offices shall submit a quarterly report of inspection activities to the Bureau of Working Conditions that were participated in by deputized DOLE inspectors from the labor, employer, and professional sectors.

Bello earlier issued Administrative Order No. 164 which sets the qualifications and requirements for workers to be part of DOLE’s labor laws compliance assessment team.  ###GSR

Bagong mga volunteer inspector, itinalaga ng DOLE

 

Limampu’t-pitong bagong volunteer labor inspector mula sa professional group, labor organization, asosasyon ng mga manggagawa, at NGO ang nakatanggap ng general authority mula kay Labor Secretary Silvestre Bello III upang lumahok sa inspeksyon ng mga establisimento hanggang matapos ang taong 2018.

 

May bisa ang authority ng 57 deputized inspector simula Setyembre 25 hanggang Disyembre 31, 2018, at makatutulong upang mapalakas ng DOLE ang workforce nito para sa mahigpit na pagpapatupad ng batas paggawa sa iba't ibang establisimento sa Western Visayas, Central Visayas, at Eastern Visayas, Northern Mindanao, Davao Region, Soccsksargen, Caraga, at National Capital Region.

 

Nakapaloob ang general authority sa Administrative Order No. 36-C series of 2018.

 

Ang mga volunteer ay ang ika-lima at ika-anim na batch ng mga social partner inspector na itatalaga ng DOLE sa taong ito.

 

Sa kasalukuyan, mayroon ng kabuuang 215 volunteer ang naisyuhan ng general authority upang magsagawa ng inspeksyon sa mga establisimento.

 

Ang mga volunteer inspectors ay maaaring mag-interview ng mga manggagawa sa presensya rin ng labor laws compliance officer ng DOLE at kinatawan ng mga employer, siyasatin ang mga employment record, at dumalo sa mga mandatory conference ng mga na-assess na establisimento. Sasailalim rin sila sa gabay at pangangasiwa ng DOLE regional director.

 

Ang pagtatalaga sa mga volunteer inspector ay isa sa mga estratehiya na ipinapatupad ng kagawaran upang ma-inspeksyon ang nasa 900,000 establisimento para sa pagsunod nila sa general labor standards at occupational safety and health. Bumubo na rin ang DOLE ng karagdagang plantilla position para sa mga Labor Laws Compliance Officers (LLCOs) upang mas mapalakas ang assessment team. 

 

Dapat na magmula ang mga deputized inspector sa mga kuwalipikadong miyembro ng  mga lehitimong labor organization, labor association, chartered local, national union o federation, accredited integrated professional organization/accredited professional organization, non-government organization, at employer’s organization.

 

Gagabayan ang mga deputized inspector ng mga LLCOs at magtatrabaho ng boluntaryo kaya hindi sila babayaran sa kanilang serbisyo.

 

Upang maging deputized inspector, kailangang dumaan muna sa isang komprehensibong pagsasanay sa general labor standards at occupational safety and health at magkaroon ng sertipikasyon mula sa DOLE.

 

Sa Administrative Order, inatasan ni Bello ang mga regional director na mag-isyu ng kaukulang ‘authority to assess o inspect target establishments and workplaces.’  Ang authority ay coterminous kasunod ng bisa ng Administrative Order liban na lamang kung magtakda ng mas maiksing panahon ang mga Regional Director.

 

Inaatasang magsumite ang mga DOLE regional office ng quarterly report ng mga aktibidad ng inspeksyon sa Bureau of Working Conditions kung saan lumahok ang mga deputized DOLE inspector mula sa labor, employer, at professional sector.

 

Una ng naglabas si Bello ng Administrative Order No. 164 na nagtatakda ng mga kuwalipikasyon para sa mga manggagawa na magiging bahagi ng labor laws compliance assessment team ng DOLE.
