DOLE eases guidelines on Boracay assistance

 

To simplify the process of assisting formal sector workers affected by the temporary closure of Boracay Island, Labor Secretary Silvestre Bello III has issued revised guidelines on the implementation of the labor department’s Adjustment Measures Program.

 

Among the amendments provided for in Department Order No. 191- A are the uniformity of the amount of financial support regardless of status of affected workers, reduction of documentary requirements, alternative mode of remittance of the financial support, and relaxation of conditional requirements.

 

The financial support component, which is equivalent to 50 percent of the prevailing minimum wage in Region VI or about P4,205.50, shall be provided monthly for a maximum period of six months regardless of the status of affected workers, with the reckoning period starting from the date of the beneficiary’s displacement.

 

Existing beneficiaries and those who have already completed the program shall receive the differential financial support accordingly.

 

The documentary requirements, which had been reduced to two, are the photocopy of certificate of employment or the profile of displaced workers as provided to DOLE Regional Office VI and photocopy of any government-issued ID.

 

Also, beneficiaries may receive the first tranche of financial support either directly through their Land Bank of the Philippines account or money remittance centers, whichever is applicable.

 

Moreover, instead of submitting conditional requirements every 15th day of each month, beneficiaries may submit two proofs of active search for employment or job contact and one proof of attendance to any training conducted by a government agency any time prior to the release of the last financial support tranche.

 

Beneficiaries may submit the said requirements to the BEEP Operations Center-DOLE Satellite Desk or the DOLE Regional/Field/Satellite Office where they applied for them to continuously receive financial support every end of the reference month.

 

The amendments shall have a retroactive effect from the date of effectivity of Department Order 191, Series of 2018.

DOLE ginawang simple ang patakaran sa pagbibigay ng tulong sa manggagawa sa Boracay

 

Upang mapabilis ang pag-proseso ng tulong para sa mga manggagawa sa pormal na sektor na naapektuhan ng pansamantalang pagsasara ng Boracay Island, nagpalabas ng bagong patakaran si Labor and Employment Secretary Silvestre H. Bello III para sa implementasyon ng Adjustment Measures Program ng labor department. 

 

Kasama sa mga amyenda na nakasaad sa Department Order No. 191-A ay ang pagbibigay ng parehong halaga ng tulong-pinansiyal, anuman ang katayuan ng apektadong manggagawa; pagbabawas ng mga kinakailangang dokumento; alternatibong pamamaraan ng pagpapadala ng tulong-pinansiyal; at ang pagpapagaan ng iba pang conditional requirement.

 

Ang tulong-pinansiyal, na may katumbas na 50 porsiyento ng kasalukuyang minimum na sahod sa Region VI o tinatayang P4,205.50, ay ibibigay kada buwan at hindi lalampas ng anim na buwan, anupaman ang katayuan ng apektadong manggagawa, mula sa petsa ng mawalan ng trabaho ang benepisaryo.

 

Tatanggapin din ng kasalukuyang benepisaryo at ng nakakumpleto na ng programa ang anumang kakulangan sa tulong-pinansiyal.

 

Ang kinakailangang dokumento, na ngayon ay ginawang dalawa na lamang, ay kopya ng certificate of employment o ang profile ng apektadong manggagawa na ibinigay sa DOLE Regional Office VI at kopya ng alinmang ID na inisyu ng pamahalaan.

 

Maaari na ring tanggapin ng benepisaryo ang unang bahagi ng tulong-pinansiyal sa pamamagitan ng kanilang account sa Land Bank of the Philippines o sa money remittance center.

 

Dagdag pa rito, sa halip mag-sumite ng  conditional requirements tuwing ika-15 araw ng kada buwan, maaaring mag-sumite ang benepisaryo ng dalawang katibayan na aktibo silang naghahanap ng trabaho o kontak sa trabaho at isang patunay sa kanilang partisipasyon sa alinmang training na ibinibigay ng ahensiya ng pamahalaan anumang oras bago ang pagbibigay ng huling bahagi ng tulong-pinansiyal.

 

Maaaring isumite ng benepisaryo ang mga nasabing dokumento sa BEEP Operations Center-DOLE Satellite Desk o sa DOLE Regional/Field/Satellite Office kung saan sila nag-aplay para patuloy nilang matanggap ang tulong-pinansiyal tuwing katapusan ng buwan.

 

Magkakabisa ang inamyendahang patakaran mula sa petsa ng pagkakatupad ng Department Order 191, Series of 2018.
