DOLE sets guidelines on Boracay assistance

 

The labor department has set the guidelines on the implementation of the Adjustment Measures Program (AMP) for formal sector workers affected by the rehabilitation of Boracay.

 

Department Order No. 191 seeks to ensure that the AMP under the Boracay Emergency Employment Program (BEEP) contributes to ease the situation of affected workers in the formal sector, according to Labor Secretary Silvestre Bello III.

 

The BEEP AMP is a safety net program providing formal sector workers with integrated and comprehensive package of assistance such as financial support, employment facilitation, and training.

 

Affected workers will be provided with financial support equivalent to 50 percent of the prevailing minimum wage in Region VI, or P4,205.50, and shall be provided monthly for a maximum period of six months.

 

For retained workers who do not receive regular wage, the amount of financial support is equivalent to 25 percent of the prevailing minimum wage in Region VI, or P2,102.75, and shall be non-conditional to be provided in lump sum covering three months.

 

Meanwhile, under the employment facilitation component, concerned DOLE Regional Office shall refer beneficiaries to the nearest Public Employment Service Office (PESO) for employment facilitation.

 

Affected workers will be provided access to available job opportunities suitable to their qualifications through job matching, referral, and placement services, either local or overseas employment, employment coaching, and labor market information.

 

The training component, on the other hand, aims to give affected workers with appropriate training to enhance their skills, competitiveness, and employability, as administered by relevant government agencies.

 

To be eligible for the program, BEEP AMP applicants must be workers employed in Boracay Island and other parts of Malay, Aklan by an employer or any person acting directly or indirectly in the interest of an employer.

 

They must also be workers whose employment is interrupted during the period of temporary closure and 30 days prior thereto or those who do not receive regular wage by reason of the temporary suspension, permanent cessation of operations, or permanent closure of the employer’s business establishment.

 

Interested applicants may submit the duly accomplished BEEP AMP Application Form; photocopy of certificate of employment; photocopy of any government-issued ID; and proof of Land Bank of the Philippines account to the BEEP Operations Center-DOLE Satellite Desk, DOLE Regional Office VI, or any of its Field Offices.

 

For affected workers who have gone back to their hometown, they may submit their applications to the nearest DOLE Regional/Field/Satellite Offices.

 

Upon approval of the application by the Regional Director and upon receipt of the Notice of Approval by the beneficiary, the concerned DOLE Regional Office shall deposit the first tranche of financial support directly to the beneficiary’s Land Bank of the Philippines account at the end of the reference month.

 

Every 15th day of each month, or the next working day if the said day falls on a holiday or a non-working day, beneficiaries shall submit to the BEEP Operations Center-DOLE Satellite Desk, DOLE Regional Office, or any of its Field/Satellite Offices their Beneficiary Progress Report.

 

To continue receiving the financial support, the beneficiary must have proof of two active searches for employment in a month; and one proof of attendance to any training/s conducted by a government agency for the first and fourth months of availment.

 

Beneficiaries who receive the full six or three months of financial support, or obtain full-time wage employment prior to the end of program coverage are considered to have completed the BEEP AMP.

Patakaran para sa pagtulong sa mga manggagawa sa Boracay, itinakda ng DOLE

 

Itinakda ng labor department ang patakaran para sa implementasyon ng Adjustment Measures Program (AMP) para sa mga manggagawa sa pormal na sektor na naapektuhan ng rehabilitasyon ng Boracay.

 

Nilalayon ng Department Order No. 191 na makatulong sa sitwasyon ng mga apektadong manggagawa sa pormal na sektor ang AMP sa ilalim ng Boracay Emergency Employment Program (BEEP), ayon kay Labor Secretary Silvestre H. Bello III.

 

Ang BEEP AMP ay isang safety net program na nagbibigay sa mga manggagawa sa pormal na sektor ng integrated at comprehensive package assistance tulad ng tulong-pinansiyal, employment facilitation, at training.

 

Ang mga apektadong manggagawa ay makatatanggap ng tulong-pinansiyal na may katumbas na 50 porsiyento ng kasalukuyang minimum na sahod sa Region VI, o P4,205.50, at ito ay buwanang ibibigay sa loob ng anim na buwan lamang.

 

Para sa mga manggagawang hindi inalis sa trabaho ngunit hindi nakatatanggap ng regular na sahod, ang halaga ng tulong-pinansiyal ay may katumbas na 25 porsiyento ng kasalukuyang minimum na sahod sa Region VI, o P2,102.75, at ito ay walang kondisyon at buo itong ibibigay para sa tatlong buwan

 

Samantala, sa ilalim ng employment facilitation component, isasangguni ng kinauukulang DOLE regional office ang benepisaryo sa pinakamalapit na Public Employment Service Office (PESO) para sa paghahanap ng trabaho.

 

Bibigyan ng oportunidad ang mga apektadong manggagawa na makahanap ng trabaho na naayon sa kanilang kwalipikasyon sa pamamagitan ng job matching, referral, at placement services, para sa lokal na trabaho o sa ibang bansa, employment coaching, at labor market information.

 

Sa kabilang banda, nilalayon naman ng training component na mabigyan ang mga apektadong manggagawa ng naayong pagsasanay upang maitaas ang kanilang kasanayan, at pagkakataong makakuha ng trabaho, na ibinibigay ng mga kinauukulang ahensiya ng pamahalaan.

 

Upang maging kwalipikado sa programa, kinakailangan na ang aplikante ng BEEP AMP ay nagtatrabaho sa Boracay Island at sa iba pang bahagi ng Malay, Aklan.

 

Dapat din na ang manggagawa na ang trabaho ay naantala sa panahon ng pansamantalang pagsasara at 30 araw bago ito ipinatupad o iyong hindi tumatanggap ng regular na sahod dahil sa pansamantalang pagsuspinde, permanenteng pagtigil ng operasyon, o permanenteng pagsasara ng negosyo ng kanilang employer.

 

Maaaring isumite ng mga interesadong aplikante ang BEEP AMP Application Form; kopya ng certificate of employment; kopya ng alinmang ID na inisyu ng pamahalaan; at patunay ng Land Bank of the Philippines account sa BEEP Operations Center-DOLE Satellite Desk, DOLE Regional Office VI, o sa alinmang Field Office nito.

 

Para sa mga apektadong manggagawa na bumalik na sa kanilang sariling bayan, maaari nilang isumite ang kanilang aplikasyon sa pinakamalapit na DOLE Regional/Field/Satellite Office.

 

Kapag inaprobahan na ng DOLE Regional Director ang aplikasyon at natanggap na ng benepisaryo ang Notice of Approval, idedeposito ng kinauukulang DOLE Regional Office ang first tranche ng tulong-pinansiyal direkta sa Land Bank of the Phillippines account ng benepisaryo sa katapusan ng reference month.

 

Tuwing ika-15 araw ng bawat buwan, o ang kasunod na working day kung ang nasabing araw ay tumapat ng holiday o non-working day, isusumite ng benepisaryo ang kanilang Beneficiary Progress Report sa BEEP Operations Center-DOLE Satellite Desk, DOLE Regional Office, o sa alinmang Field/Satellite Office

 

Upang patuloy silang makatanggap ng tulong-pinansiyal, kailangang magpakita ang benepisaryo ng patunay ng dalawang aktibong paghahanap ng trabaho sa loob ng isang buwan; patunay ng paglahok sa anumang pagsasanay na ipinatutupad ng mga ahensiya ng pamahalaan para sa una at apat na buwan ng pagtanggap ng tulong-pinansiyal.

 

Ang mga benepisaryo na nakatanggap ng buong anim o tatlong buwan na tulong-pinansiyal, o nakahanap ng full-time wage employment bago matapos ang programa ay tinuturing na nakumpleto ang BEEP AMP.
