"People are the real 'bosses', Baldoz reminds officials at the 2012 DOLE-wide corporate planning

Reminding all DOLE officials that their real 'bosses' are the Filipino people as President Benigno S. Aquino III has declared, Secretary Rosalinda Dimapilis-Baldoz yesterday led all DOLE officials in pledging for efficient and continuous delivery of genuine public services to the people through better implementation of its streamlined systems and programs agreed during the 2012 DOLE-wide corporate planning exercises.

The planning exercises, held at Clarkfield, Pampanga, were concluded with the signing of the 2012 Office Performance and Commitment Reports (OPCRs) of the various DOLE regional offices, bureaus, services, and attached agencies.

“While 2011 have been a very good year for us, we must not stop setting a higher bar for others to follow. We should always look at the past as a standard that we must outdo,” Baldoz said.

With the theme, “Mainstreaming Competitiveness and Promoting Decent Work and Productivity,” the annual nationwide DOLE planning conference was participated by officials from the central office, regional offices, bureaus, and attached agencies.

Consultations and workshops aimed at providing guidelines and inputs for the OPCRs highlighted the conference.

There were also learning sessions featuring noted resource persons who spoke on competitiveness, gender mainstreaming, and productivity. Discussions focused on the global competitiveness issue of labor market efficiency in such as factors as labor employee relations; flexibility of wage determination; rigidity of employment; hiring and firing practices; redundancy cost; reliance on professional management; pay and productivity; brain drain; and female participation in the workforce.

“As DOLE, we play a significant role in creating an environment conducive to business and investments through our policies and programs. The President has issued a challenge for us to create a positive business environment this year. This is the reason why we have invited, for the first time, resource speakers to engage us in understanding competiveness perspectives and championing productivity,” Baldoz said.

The resource speakers for competitiveness perspectives were Guillermo Luz of the National Competitiveness Council, who discussed the Philippines's ranking in the Global Competitiveness Index, and Peter Angelo Perfecto of the Makati Business Club, who presented a paper, "Path to Competitivenes: Labor Market Efficiency in Focus".

Philip Tan of Well-made Motor and Development Corporation; Arthur Luis Florentin of the People Management Association of the Philippines; and Atty. Rolando Claveria of San Miguel Purefoods Company, Inc. spoke on productivity.

“The close of our corporate planning exercises opens a new year full of challenges. But if always we have in mind who our real bosses are, the Filipino people, we will be directed and all our actions will be guided,” Baldoz said.

The 2012 DOLE-Wide Corporate Planning Exercises was held at Clark Freeport Zone, Pampanga from February 8 to 10, 2011 and hosted by DOLE Region 3 under Regional Director Raymundo Agravante.
