STATEMENT ON THE MAY 2021 LABOR FORCE SURVEY

We are heartened by the results of the latest Labor Force Survey where we registered the second lowest unemployment rate, to date, during the period of this pandemic. A total of 1.477 million workers were added to the total number of employed persons reaching 44.716 employed (92.3%) compared to 43.269 employed (91.3%) in April 2021.

Unemployment rate also fell to 7.7% (3.730 million unemployed) in May 2021 from 8.7% (4.138 million) in the previous round. Moreover, the May 2021 LFS results reported the lowest underemployment at 5.492 million (12.3%) since April 2020 (6.388 million or 18.9%).

With the continuous rollout of the vaccination program, we anticipate less humps and bumps on the road to recovery.

Also, the signing of Executive Order No. 140 on the National Employment Recovery Strategy (NERS) as the government’s master plan for the recovery of the country’s labor market, and institutionalizing the 20-agency strong NERS Task Force (TF) is also a boost in our efforts to mitigate the effects of the COVID-19 pandemic. The convergence of key agencies in the NERS Task Force is expected to contribute at least 220,000 jobs and assist over 1.4 million Filipinos struggling with unemployment and income losses. Moreover, the private sector has committed the creation of 1 million jobs for 2021 which is a welcome contribution in our effort to recover lost employment because of this pandemic.

We continue to be one with the economic managers in safely reopening the economy, backing much needed support for businesses through available incentives, providing platform for jobseekers to facilitate their access to employment, and supporting our workers through upskilling and retooling initiatives that will help them thrive in the New Normal.

We reiterate our call to all workers and businesses to continue the strict implementation of the minimum public health standards (MPHS) and occupational safety and health policies. Let us continue to be vigilant and avoid complacency by adhering to basic MPHS – proper wearing of face mask and face shield, washing of hands, and social distancing.

Rest assured that the Department of Labor and Employment will continue to be active in working with various government agencies and support initiatives such as the Task Group on Economic Recovery (TGER) towards a safe re-opening of the economy and sustained improvement in our labor market. ###

Ukol sa May 2021 Labor Force Survey

Nagagalak kami sa resulta ng pinakahuling Labor Force Survey kung saan naitala ngayon ang pangalawang pinakamababang unemployment rate sa panahon ng pandemya. May 1.477 milyong manggagawa ang nadagdag sa kabuuang bilang ng manggagawang may trabaho na umabot ng 44.716 milyon (92.3%) kumpara sa 43.269 milyong may trabaho (91.3%) nitong Abril 2021.

Bumaba din ang unemployment rate ng 7.7% (3.730 milyong walang trabaho) nitong Mayo 2021 mula 8.7% (4.138 milyon) sa nakaraang survey. Bukod dito, ang resulta ng May 2021 LFS ay nagtala ng pinakamababang underemployment na 5.492 milyon (12.3%) mula noong Abril 2020 (6.388 milyon o 18.9%).

Sa patuloy na paglulunsad ng vaccination program, inaasahan namin na mababawasan na ang mga balakid tungo sa daan ng muling pag-unlad.

Gayundin, ang paglagda ng Executive Order No. 140 sa National Employment Recovery Strategy (NERS) bilang pangunahing plano ng pamahalaan para sa muling paglakas ng labor market ng bansa, at ang pagbubuo ng 20-ahensya bilang NERS Task Force (TF) ay dagdag-lakas din sa ating pagsisikap na mabawasan ang epekto ng pandemyang COVID-19. Ang pagtutulungan ng mga pangunahing ahensya sa NERS Task Force ay inaasahang makapagbibigay ng hindi bababa sa 220,000 trabaho at tulungan ang higit sa 1.4 milyong Filipino na nakakaranas ng kawalan ng trabaho at kita. Bukod dito, nangako din ang pribadong sektor sa paglikha ng 1 milyong trabaho para sa 2021 na isang magandang kontribusyon sa ating pagpupunyagi na mabawi ang mga nawalang trabaho sanhi ng pandemya.

Patuloy kaming nakikipagtulungan sa mga economic manager para sa ligtas na muling pagbubukas ng ekonomiya, pagbibigay-suporta sa mga negosyo sa pamamagitan ng mga insentibo, pangangasiwa sa empleo para sa mga naghahanap ng trabaho, at pagbibigay suporta sa mga manggagawa sa pamamagitan ng pagbibigay ng kasanayan at retooling na makakatulong sa kanilang pagharap sa New Normal.

Muli kaming nananawagan sa lahat ng mga manggagawa at negosyante na ipagpatuloy ang mahigpit na implementasyon ng minimum public health standards at occupational safety and health policy. Patuloy tayong maging mapagbantay at huwag maging pabaya sa pagsunod sa minimum public health standards – katulad ng tamang pagsusuot ng face mask at face shield, paghuhugas ng kamay, at social distancing.

Tinitiyak ko sa inyo na ang Department of Labor and Employment ay patuloy na magiging aktibo sa pakikipagtulungan sa iba’t ibang ahensiya ng pamahalaan at pagsuporta sa mga gawain tulad ng Task Group on Economic Recovery tungo sa ligtas na muling pagbubukas ng ekonomiya at pagpapanatili sa pagbuti ng labor market. ###
