PH takes strong position vs workplace harassment, violence
The Philippines is among the countries that strongly batted for enhanced protection of workers from any threats at workplaces as it worked hard for the adoption of the International Labor Organization (ILO) Convention against Violence and Harassment.
Labor Secretary Silvestre Bello III said the adoption of the new ILO convention will ensure heightened protection of workers, especially for women and other sectors vulnerable to violence and discrimination at work.
“We hope that through the global pact and implementation of the new convention, all places of work will be free from any violence and harassment to further promote decent work for all working people,” Bello said.
In the final day of the 108th session of the International Labour Conference in Geneva, delegates, including Philippines adopted the new convention with 439 votes cast in favor, seven against and 30 abstentions. Bello addressed the plenary session of the conference.
The new convention defines violence and harassment as behaviors, practices or threats that “aim at, result in, or are likely to result in physical, psychological, sexual or economic harm.”
Under the convention, all workers and other persons in the world of work shall be protected from any discrimination and labor law abuse.
According to ILO, violence and harassment at workplaces are unacceptable and incompatible with decent work as it constitutes threat to equal opportunities and human rights violation.
The Convention will officially come into force 12 months after two member states have ratified it.
“We in the Philippines shall work together to implement its principle once it is ratified. We fully support the adoption of the standard that assures inclusivity and equality in the labor force. We believe that harassment and violence have no place at any workplace,” Bello said. ###AbegailDeVega

PH nagpahayag ng matatag na posisyon laban sa kalupitan, karahasan sa lugar-paggawa
Ang Pilipinas ang isa sa mga bansa na nagpahayag ng matatag na posisyon sa pagpapalakas ng proteksiyon ng manggagawa mula sa anumang uri ng banta sa trabaho para sa pagpapatupad ng International Labor Organization (ILO) Convention Against Violence and Harassment.
Sinabi ni Labor Secretary Silvestre Bello III na ang pagpapatupad ng bagong ILO Convention ang titiyak para sa mas pinalakas na proteksiyon ng manggagawa, lalo na sa mga kababaihan at iba pang sektor na madaling maging biktima ng karahasan at makaranas ng diskriminasyon sa trabaho.
“Umaasa kami na sa pamamagitan ng global pact at pagpapatupad ng bagong convention, ang lahat ng lugar-paggawa ay magiging ligtas mula sa anumang uri ng karahasan at kalupitan para sa pagsusulong ng disenteng trabaho sa lahat ng manggagawa,” ani Bello.
Sa huling araw ng ika-108 sesyon ng International Labour Conference sa Geneva, ang mga delegado, kasama ang Pilipinas, ay nagkasundo sa bagong convention na may 439 boto ng pagsang-ayon, pito ang hindi, at 30 ang hindi bumoto. Si Bello ang namuno sa plenary session ng conference.
Sa bagong convention, ang depinisyon ng kalupitan at karahasan ay mga pag-uugali, gawain o pagbabanta na “naglalayon na, magreresulta sa, o maaaring magdulot ng pinsala sa pisikal, psychological, sekswal o sa ekonomiya.”
Sa ilalim ng convention, lahat ng manggagawa at sinuman na nasa mundo ng paggawa ay poprotektahan sa anumang uri ng diskriminasyon at pang-aabuso.
Ayon sa ILO, ang kalupitan at karahasan sa lugar-paggawa ay hindi katanggap-tangap at hindi naayon sa disenteng trabaho dahil ito ay isang ng banta sa pantay na oportunidad at paglabag sa karapatang-pantao.
Ang Convention ay ipatutupad 12 buwan matapos itong ratipikahan ng dalawang member-state.
“Tayo sa Pilipinas ay dapat magkaisa sa gawain ng pagpapatupad ng prinsipyong ito kapag ito ay naratipikahan na. Ganap nating sinusuportahan ang pagpapatupad ng mga pamantayan na tumitiyak sa sama-sama at pagkapantay-pantay ng manggagawa. Naniniwala kami na walang lugar ang kalupitan at karahasan sa alinmang lugar-paggawa,” ani Bello.
