PH ratifies int’l framework on work safety and health

The Philippines has submitted to the International Labor Organization (ILO) a document signifying its ratification of Convention No. 187, a framework designed to promote a “preventive safety and health culture” at the national level.

In ceremonies Monday in Geneva, Labor Secretary Silvestre Bello III presented the Philippine Ratification Instrument of the Convention 187 on Occupational Safety and Health (OSH) to ILO Director General Guy Ryder on the sidelights of the 108th session of the International Labour Conference.

“The main purpose of this ratified instrument is to ensure that priority is given to develop national strategies for the improvement of OSH policies based on a preventative safety and health culture, and to promote the right of Filipino workers to a safe and healthy working environment,” Bello said.

Adopting the framework for OSH promotion, Bello committed to create a strong and integrated network of OSH action in the country through strong collaboration among tripartite partners for effective and coherent actions at all levels.

Also, the Philippine government is bound to strategically formulate, implement, monitor, and evaluate existing OSH policies and programs to further guarantee the safety and health of Filipino workers across industries.

Before ratifying the said convention, the Philippine government has been advocating for safe and healthy working conditions for Filipino workers by providing them full protection against all hazards in their working environment.

In 2018, President Rodrigo Duterte has signed the RA 11058 or the “An Act Strengthening Compliance with OSH Standards and Providing Penalties for Violations Thereof” that penalize violators of the OSH Law.

Also, safety seminars and training to workers are conducted in all workplaces nationwide to further sustain a preventative occupational safety and health culture which results to enhanced productivity at work.

“As a healthy and safe workforce is the country’s valuable resource, we must take on the leverage of championing zero-accident accomplishments in order to raise the bar not just on work safety and health, but more importantly, in our duty to promote social accountability towards the advancement of our society in the local and international scene,” Bello said,

To date, Philippines is the 49th country to ratify the international framework.

International framework sa kaligtasan at kalusugan sa paggawa, niratipikahan ng PH

Isinumite ng Pilipinas sa International Labor Organization (ILO) ang dokumentong nagpapatibay sa Convention No. 187, isang framework na dinesenyo upang itaguyod ang “kultura ng pag-iingat para sa kaligtasan at kalusugan” sa pambansang antas.

Sa seremonya noong Lunes sa Geneva, inihain ni Labor Secretary Silvestre Bello III ang Ratification Instrument of the Convention 187 on Occupational Safety and Health (OSH) kay ILO Director General Guy Ryder sa ginanap na ika-108 sesyon ng International Labour Conference.

“Ang pangunahing layunin sa niratipikahang instrumento ay upang matiyak na nabibigyang prayoridad ang pagbubuo ng pambansang istratehiya sa pagsulong ng mga polisiya ukol sa OSH batay sa kultura ng pag-iingat para sa kaligtasan at kalusugan, at pagtataguyod sa karapatan ng manggagawang Pilipino para sa ligtas at malusog na lugar-paggawa,” ani Bello.

Bilang pagtalima sa pagtataguyod ng OSH framework, nangako si Bello na lilikha ng matatag na pagkilos para sa OSH sa buong bansa sa pamamagitan ng matibay na pakikipagtulungan kasama ang tripartite partners para sa epektibo at nagkakaisang gawain sa lahat ng antas.

Nakatakda rin ang pamahalaang Pilipinas na magbalangkas, magpatupad, bantayan at suriin ang kasalukuyang polisiya at programa ukol sa OSH upang higit na matiyak ang kaligtasan at kalusugan ng manggagawang Filipino sa lahat ng industriya.

Bago pa man ito ratipikahan, isinusulong na ng pamahalaang Pilipinas ang ligtas at malusog na kondisyon sa paggawa para sa manggagawang Filipino sa pamamagitan ng pagbibigay ng buong proteksiyon mula sa lahat ng uri ng panganib sa lugar-paggawa.

Noong 2018, nilagdaan ni Pangulong Rodrigo Duterte ang RA 11058 o ang “An Act Strengthening Compliance with OSH Standards and Providing Penalties for Violations Thereof” na nagpapataw ng parusa sa sinumang lalabag sa batas ng OSH.

Nagsasagawa rin ng safety seminar at training sa mga manggagawa sa lahat ng lugar-paggawa sa buong bansa upang higit na mapanatili ang kultura ng pag-iingat para sa kaligtasan at kalusugan na naging dahilan upang mas maging produktibo sa pagtatrabaho ang mga manggagawa.

“Ang malusog at ligtas na manggagawa ay isa sa mahalagang yaman ng ating bansa, kaya nararapat nating itaguyod ang zero-accident sa lugar-paggawa, hindi lamang para sa kaligtasan at kalusugan ng ating manggagawa, higit pa rito, nararapat nating itaguyod ang ating tungkulin sa lipunan tungo sa pag-unlad ng ating mamamayan sa loob at labas ng bansa,” ani Bello.

Sa ngayon, ika-49 ang Pilipinas sa mga bansang niratipikahan ang international framework.
