PH assumes historic role as chair of ILO gov’t group

The Philippines makes history in the world labor front as it assumes chairmanship of the International Labor Organization’s government group, the first non-regular member country of the ILO to take such role, the labor department reported on Sunday.

This marks a significant shift in the policy-making global tripartite body that has been traditionally led by big, powerful member-countries, DOLE said.

In a report to Labor Secretary Silvestre Bello III, the Philippine Overseas Labor Office (POLO) in Geneva said the Philippines formally assumed the post last week after completing its vice chairmanship position.

As head of the body representing governments, the Philippines will play a leading role in the Governing Body of the ILO which convenes every March, June, and November, Labor Attaché to Geneva Cheryl Daytec said in her report.

With the mandate, Secretary Bello will preside over the Government Body Sessions and the International Labour Conference (ILC) Government Group meetings.

The labor chief congratulated the Philippine Permanent Mission to the UN and the POLO in Geneva for having relentlessly pursued the country’s long quest for the coveted seat.

“With the chairmanship of the government group, the Philippines will be in a key position in the setting of global labor standards. We will also exercise pivotal role in helping the ILO achieve full, equal, and more democratic participation of its small, non-regular members in setting policies and programs,” Bello said.

The Governing Board comprises 56 titular members (28 Governments, 14 Employers, and 14 Workers) and 66 deputy members (28 Governments, 19 Employers, and 19 Workers). It decides on ILO policy, sets the agenda of the International Labor Conference, adopts the draft Programme and Budget of the Organization for submission to the Conference, and elects the Director-General.

The Philippines, as Government Group chair, will serve as the primary communication channel between the Office and the Group, directly or in parallel to Regional Coordinators, and as required with the Employer and Worker Groups.

It is also responsible for convening and chairing the Group meetings during and outside ILO official meetings and facilitating negotiation for a common position, thus contributing to reaching consensus.

The ILO is a United Nations (UN) agency whose mandate is to advance social and economic justice through setting international labor standards. Founded in October 1919 under the League of Nations, it is the first and oldest specialized agency of the UN. # # # GSR

PH nailagay sa makasaysayang papel bilang pinuno ng ILO gov’t group 

Gumawa ng kasaysayan ang Pilipinas sa mundo ng paggawa nang maihalal ito bilang pinuno ng Government Group ng International Labor Organization (ILO), ang unang di-regular na kasaping bansa ng ILO na gaganap sa naturang papel, ulat ng labor department nitong Linggo.

Ayon sa DOLE, ito ay isang makabuluhang pagbabago sa policy-making global tripartite body kung saan naging tradisyon nang pamunuan ito ng malalakas at makapangyarihang mga kasaping bansa.

Sa ulat kay Labor Secretary Silvestre Bello III, sinabi ng Philippine Overseas Labor Office (POLO) sa Geneva na pormal na ginampanan ng Pilipinas ang posisyon noong nakaraang linggo matapos nitong makumpleto ang termino bilang vice-chairman.

Bilang pinuno na kumakatawan sa mga pamahalaan, gagampanan ng Pilipinas ang pangunahing papel na pamunuan ang Governing Body ng ILO na nagtitipon tuwing Marso, Hunyo, at Nobyembre, ayon sa ulat ni Labor Attaché to Geneva Cheryl Daytec.

Batay sa mandato, si Secretary Bello ang mamumuno sa mga pagpupulong ng Government Body Session at ng International Labour Conference (ILC) Government Group.

Binati ng Kalihim ang Philippine Permanent Mission to the UN at ang POLO sa Geneva dahil sa kanilang pagpupunyagi na makamit ang matagal nang minimithing posisyon.

“Bilang pinuno ng grupo ng pamahalaan, ang Pilipinas ay nasa pangunahing posisyon sa pagtatakda ng pandaigdigang pamantayan sa paggawa. Gagamitin din namin ang mahalagang papel na ito upang tulungan ang ILO na makamit nang ganap, pantay, at mas demokratikong partisipasyon ng maliliit, at di-regular na miyembro sa pagtatakda ng polisiya at programa,” pahayag ni Bello.

Ang Governing Board ay binubuo ng 56 titular member (28 pamahalaan, 14 employer, at 14 manggagawa) at 66 deputy members (28 pamahalaan, 19 employer, at 19 manggagawa). Ito ang nagpapasiya sa polisiya ng ILO, nagtatakda sa agenda ng International Labor Conference, nagpapatibay sa draft Programme and Budget ng Organisasyon para isumite sa Conference, at ang paghahalal  sa Director-General.

Bilang pinuno ng Government Group, ang Pilipinas ay magsisilbing pangunahing daan ng komunikasyon sa pagitan ng Office at ng Group, direkta o kahanay ng Regional Coordinator, at kung kinakailangan ng Employers at ng Workers Groups.

Responsibilidad din nito ang pagtawag at pamumuno sa pagpupulong ng Government Group, habang nagpupulong at maging sa labas ng mga opisyal na pagpupulong at pangangasiwa ng negosasyon para sa pantay na posisyon, nang sa ganoon ay makatulong upang maabot ang kasunduan.

Ang ILO ay isang ahensiya ng United Nations na ang mandato ay isulong ang pang-lipunan at pang-ekonomiyang hustisya sa pamamagitan ng pagtatakda ng pandaigdigang pamantayan sa paggawa. Itinatag noong Oktubre 1919 sa ilalim ng League of Nation, ito ang una at pinakamatandang ahensiya ng UN. ### GSR/gmea
