OSHNets directed to establish offices
Labor Secretary Silvestre Bello III has directed the Occupational Safety and Health Center to strengthen its enforcement and monitoring of compliance with occupational health and safety standards in workplaces throughout the country.
To attain this, he instructed all OSH Networks (OSHNets) to establish functional offices duly registered with the Securities and Exchange Commission and the Bureau of Internal Revenue.
The OSHNets were also directed to engage their own administrative staff chargeable to their own funds and submit to OSHC the list of its organizational structure with the names of its members, employees, and officers.
OSHC, an attached agency of the Department of Labor and Employment, is tasked to monitor the operations of OSHNets.
To reinforce its advocacy programs, OSHNets are also required to beef up the composition of its core group with OSH professionals and experts; representatives of professional groups, such as the association of safety officers, practitioners and consultants, safety training organizations and the academe, and representatives of trade unions, worker’s associations, employers’ groups, industry associations and non-governmental organizations.
The OSHC was likewise directed to facilitate the creation of additional OSHNets in regions and provinces to advocate compliance with Department Order 198-18 or the Implementing Rules and Regulations of Republic Act No. 11058 that strengthens compliance with OSH standards.
Under the Order, the OSHC shall directly coordinate with the OSHNets in conducting programs and activities that aim to assist business establishments in the development and implementation of effective OSH programs.
The OSHC and OSHnets are also mandated to enter into agreements that promote cooperation and solidarity among regional occupational safety and health organization; enhance the capability of regional occupational safety and health organizations on OSH promotion, training and research; and facilitate in the exchange of relevant OSH information, practices and training expertise.
The directive to OSHNets is contained in the Administrative Order 313 Series of 2019 issued by the Secretary on Tuesday, July 30. ##GSR
OSHNets inatasan magtayo ng tanggapan
Inatasan ni Labor Secretary Silvestre Bello III ang Occupational Safety and Health Center (OSHC) na palakasin ang kanilang pagbabantay sa pagtupad sa occupational safety and health standard sa lahat ng lugar-paggawa sa buong bansa.
Upang makamit ito, kanyang inatasan ang lahat ng OSH Networks (OSHNets) na magtayo ng tanggapan na naka-rehistro sa Securities and Exchange Commission at sa Bureau of Internal Revenue.
Naatasan din ang OSHNets na magtalaga ng kanilang sariling administrative staff na manggagaling sa kanilang sariling pondo at isumite sa OSHC ang listahan ng kanilang organizational structure kasama ang pangalan ng kanilang miyembro, empleyado at opisyal.
Ang OSHC, isang ahensiya sa ilalim ng Department of Labor and Employment, ang naatasan na mag-monitor sa operasyon ng OSHNets.

Inatasan din ang OSHC na pangasiwaan ang pagtatayo ng karagdagang OSHNets sa mga rehiyon at probinsya para sa pagpapatupad ng Department Order 198-18 o ang Implementing Rules and Regulations of Republic Act No. 11058 na nagpapalakas sa pagtupad sa pamantayan sa OSH.
Sa ilalim ng kautusan, ang OSHC ay direktang makikipag-ugnayan sa OSHNets sa pagpapatupad ng mga programa at gawain na naglalayong tulungan ang mga establisiyamento sa pagbubuo at pagpapatupad ng epektibong programa sa OSH.
Binigyan din ng mandato ang OSH at OSHNets na pumasok sa kasunduan na magtataguyod sa kooperasyon at pagkakaisa ng regional occupational safety and health organization; pagpapalakas sa kakayahan na maipalaganap ang OSH, pagsasagawa ng training at research; at pangangasiwa sa pagpapalitan ng mga impormasyon, gawain at pagsasanay na may kaugnayan sa OSH.
