More OSH trainers accredited by DOLE

To facilitate the compliance of companies with the Occupational Safety and Health (OSH) law, Labor Secretary Silvestre Bello III issued Labor Advisory 10 series of 2019 identifying three more institutions aside from the Professional Regulation Commission that can provide certified first aid training to the designated company first aiders.

Business establishments can now engage the services of the Department of Health, Bureau of Fire Protection, and Technical Education and Skills Development Authority in providing first aid training as provided in Republic Act 11058 or the OSH Law and Department Order No. 198-18.

Under the implementing rules and regulations of RA 11050, the labor secretary is authorized to certify any organization to provide certified first aid training. The certified first aider must be trained and duly certified by the Philippine National Red Cross.

“Valid training certificates, including identification cards issued by the certified first aid training providers to the designated company first aider, shall be considered proof of compliance with the said provision of the OSH law,” Bello said.

The compliance to the labor advisory, which took effect on October 21, 2019, will be monitored by DOLE regional offices.

The OSH law covers all private establishments where work is being undertaken including establishments located inside special economic zones and other investment promotion agencies. They must have qualified occupational safety and health officer which consist of the first aider, safety officer, nurses, dentists, and physicians.

All OSH personnel are required to undergo the prescribed mandatory training from DOLE-accredited safety training organizations or its recognized training institutions. # # #GSR

Mas maraming OSH trainer ang binigyan ng akreditasyon ng DOLE

Upang mapangasiwaan ang pagtupad ng mga kompanya sa batas ukol sa Occupational Safety and Health (OSH), inilabas ni Labor Secretary Silvestre Bello III ang Labor Advisory 10 series of 2019, na nagtatalaga sa tatlo pang institusyon, bukod sa Professional Regulation Commission, na nagbibigay ng certified first aid training sa mga itinalagang company first aiders.

Maaari na ring kunin ng mga establisiyamento ang serbisyo ng Department of Health, Bureau of Fire Protection, at Technical Education and Skills Development Authority para sa first aid training batay sa Republic Act 11058 o ang OSH Law at Department Order No. 198-18.

Sa ilalim ng implementing rules and regulations ng RA 11050, may kapangyarihan ang labor secretary na mag-sertipika ng anumang organisasyon na magbibigay ng certified first aid training. Ang certified first aider ay dapat sumailalim sa pagsasanay at may sertipikasyon mula sa Philippine National Red Cross.

“Ang balidong training certificate, kasama ang identification card na inisyu ng certified first aid training providers sa itinalagang company first aider, ay maaaring tanggapin bilang katibayan na sumusunod ito sa probisyon sa batas ng OSH,” wika ni Bello.

Ang DOLE regional office ang titiyak sa pagtalima sa labor advisory, na nagkaroon ng bisa noong Oktubre 21, 2019.

Sakop ng batas OSH ang lahat ng pribadong establisyimento kung saan ginagawa ang trabaho, kabilang ang mga establisyimento sa loob ng special economic zone at iba pang investment promotion agency. Dapat mayroon silang kwalipikadong occupational safety and health officer na binubuo ng first aider, safety officer, nurses, dentists, at physicians.

Ang lahat ng OSH personnel ay kinakailangang sumailalim sa itinakdang mandatory training mula sa DOLE-accredited safety training organizations o sa mga kinikilalang training institutions.
