Midnight online deal cancelled

Labor Secretary Silvestre Bello III ordered yesterday the cancellation of what he called a “midnight deal” entered into by a recalled labor official in Hong Kong and a supplier of an online system for the reporting and processing of contracts of overseas Filipino workers in the autonomous Chinese territory.

The decision came following the investigation into the reported irregularities in the procurement of the database system from Polaris Tools Ltd. which was found to be done without public bidding in grave disregard of the procedures of the Philippine procurement law.

Bello also ordered a formal probe of former Hong Kong Labor Attaché Jalilo de la Torre to establish his administrative and criminal liability.

Last month, Bello constituted a fact-finding team to look into issues involving POLO officials and systems providers Employeasy Limited and Polaris Tools, both computer systems providers in Hong Kong.

Undersecretary Claro Arellano, head of the fact-finding team, noted that the previous database system used by POLO Hong Kong from 2009 to 2018, which is provided by Employeasy, had no authority from the then DOLE secretary.

Also, there were no documents that would show the conduct of bidding to replace the expired contract of Employeasy Limited with the supposed new service provider Polaris Tools, indicating “manifest haste and lack of transparency attendant to the said bidding,” he added.

‘Midnight’ online deal, kinansela

 Iniutos ni Labor Secretary Silvestre Bello III ang pagkansela sa tinatawag na ‘midnight deal’ na pinasok ng isang na-recall na labor official sa Hong Kong sa isang supplier ng online system para sa pag-uulat at pagpoproseso ng mga kontrata ng mga overseas Filipino worker sa nasabing Chinese territory.

Ito ay kasunod ng imbestigasyon kaugnay sa ulat ng iregularidad sa pagbili ng database system mula sa Polaris Tools Ltd. na napatunayang hindi dumaan sa public bidding, na isang paglabag sa panuntunan ng Philippine procurement law.

Pinaiimbestigahan na rin ni Bello ang dating Hong Kong Labor Attaché na si Jalilo de la Torre upang mabatid ang kanyang administrative at criminal liability.

Noong nakaraang buwan, bumuo si Bello ng isang fact-finding team na mag-iimbestiga sa mga isyu na nag-uugnay sa mga opisyal ng POLO at ng systems provider na Employeasy Limited at Polaris Tools, na parehong computer system provider sa Hong Kong.

Ayon kay Undersecretary Claro Arellano, pinuno ng fact-finding team, ang naturang database system na ginamit ng POLO Hong Kong mula 2009 hanggang 2018, na mula sa serbisyo ng Employeasy, ay walang otoridad mula sa kalihim noon ng DOLE.

Dagdag pa rito, wala ring mga dokumento na nagpapatunay na nagkaroon ng bidding upang mapalitan ang expired na kontrata sa Employeasy Limited para naman sa bagong service provider na Polaris Tools, na nagpapakitang “minadali at walang transparency ang nasabing bidding,” wika pa ni Arellano.
