A German-based ISO-certifying body has commended DOLE Central Luzon for its steadfast aim to raise its services within the internationally accepted standards.
DOLE Central Luzon recently received the recommendation from the DQS Holding GmbH for International Organization for Standardization (ISO) 9001:2015 certification after it passed, together with its field offices in Bataan and Pampanga, the first and second initial stages of audit.
“We commend the entire DOLE Central Luzon family for its strong commitment in further elevating its Quality Management System (QMS) to the 2015 version as evidenced in the effective implementation of ISO-processes across departments in the regional and audited field offices,” Engr. Marlou Aquino, lead auditor of the DQS Holding GmbH.
Aquino also underscored the effective building maintenance of both interiors and exteriors of the regional office including the maintenance of posted information that will fast track services to its clients.
“Indeed, those are commendable practices with more planned improvements to come. With the new version in place, this means you now have more liberty in documenting your Quality Management System,” Aquino added.
Alamares, for his part, extolled the regional office, particularly the Technical Support and Service Division for Employment and Welfare, for consolidating the Project Jobs Fit 2020 Vision Report.
DOLE Central Luzon’s Career Guidance Advocacy Program, which was implemented through convergence with other agencies, such as TESDA, DepEd, CHED, and PESO, was also acknowledged for its “proactive implementation and a remarkable practice of continual improvement.”
Zamora, who audited the field offices of Bataan and Pampanga with Maestre, commended both field offices for their respective recognition based on their performance on program implementation.
“We wish to congratulate the Pampanga Field Office for being hailed as the Best Performing Field Office and Bets Project SPEED Implementer in December 2014 while the Bataan Field Office is lauded for being awarded with the Silver Trailblazer for Labor Guidance and Livelihood Projects in June 2016. These are proofs of your genuine desire to provide quality services for your clients,” Zamora said.
Maestre, on the other hand, noted that opportunities for improvements can be done in the conduct of internal audits in the field offices.
“You may consider establishing all non-conformities (NC) to track the full picture of all issues raised during the holding of internal audits in your regional or field offices,” Maestre suggested.
Several ISO-processes obtained a rating of 2, which include Management Review, QMS Processes and Roles, Documentation, Equipment Maintenance, Risks, Competency Evaluation, and Communication, among others.
A minor non-conformity on performance and evaluation was identified but will be immediately corrected by the regional office.
Overall, the management system of the initial three audited offices was generally found to be effective and fulfilled the requirements of the standard.
The DQS Audit Team has recommended the issuance of ISO 9001:2015 certificate as soon as implementation of the corrective actions have been demonstrated.
The DQS’s affiliates in Germany–UL Management Solutions Systems, and IQNET – The International Certification Network–will also recognize the regional office’s certification upon corrective action as well.
DOLE Regional Director Atty. Ana Dione thanked the Audit Team and the DOLE Central Luzon personnel for their full support and commitment as the DOLE Central Luzon move towards ISO 9001:2015.
“We are facing new challenges ahead as we level up to ISO 9001:2015. Like before, we are looking forward to your commitment in ensuring that we continuously improve the way we do things as country’s premier labor and employment agency for the betterment of our clients and program partners.”
“The regional office, along with its field offices, will be transitioning from its current ISO 9001:2008 to ISO 9001:2015,” Dione said.
The next ISO Surveillance Audit, which will also cover other DOLE Field Offices, will be held on October 2017.
