To help ensure strict implementation and enforcement of workers’ right to security of tenure in the province, the Department of Labor and Employment (DOLE) Regional Office No. 1 conducted a one day consultation on ‘endo’ in Central Pangasinan last September 21, 2016.
Director Henry John S. Jalbuena said that 92 representatives from 43 principals and 20 contractors in security and manpower services, malls, manufacturing, fastfood and general services in Central Pangasinan attended the consultation.
“The consultation series is part of the DOLE-RO I’s Regional Action Plan to carry out the thrust of the new administration to eliminate ‘endo’ and labor-only contracting, which are both illegitimate forms of contracting,” Jalbuena said.
Among the topics discussed during the consultation include Department Orders 18-A, 162 and 150; Articles 106 to 109 of the amended Labor Code; revised guidelines governing the employment and working conditions of security guards and other private security industry; and Labor Advisory No. 10.
Jalbuena, during the consultation urged participants to ensure compliance with labor laws and eliminate labor-only contracting.
“Let our workers enjoy security of tenure and other benefits that are due them because if they are protected, they will be more productive,” he added.
He further added that he has also encouraged the contractors to voluntarily regularize their workers and to submit a report to the Regional Office.
Similar consultations for the rest of Pangasinan, Ilocos Norte and Ilocos Sur will also be conducted soon.
