Gender and development practices now mainstreamed in DOLE’s Results-Based GAD Action Plan, 2014-2016—Baldoz
Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said that gender and development practices and systems at the DOLE are now mainstreamed into a Results-Based GAD Action Plan, 2014 to 2016, to ensure gender equality in policies and programs of the Department.
“Our Results-Based GAD Action Plan 2014-2016 mainstreams the DOLE’s programs, projects, and activities under the DOLE Planning Tool, including performance indicators, to improve our GAD reporting and monitoring,” said Baldoz.
“What is unique was the inclusion of performance indicators that will allow us to measure progress in gender and development outcomes,” said Baldoz
According to the Secretary, the DOLE’s Planning Service has approved the GAD Action and Budget Plan and had endorsed it to the Philippine Commission on Women.
In June 2014, about 165 DOLE heads of agencies, regional offices, GAD focal and alternates attended the National GAD Planning and Budgeting Conference in Baguio City to improve, reorient, and reform the delivery and implementation of GAD program , activities, and projects.
During Conference, which was first for the DOLE, the Department’s GAD focal persons and alternates reviewed previous and existing GAD programs, activities, and programs; examined the issues and challenges which arose from the implementation of DOLE GAD PAPs; clarified questions on DOLE GAD policy matters; and developed a GAD framework aligned with the National GAD Plan and Framework.
Baldoz explained that the DOLE’s GAD initiatives conform to global and national policy framework to include, among others, the UN Convention on the Elimination of all Forms of Discrimination against Women (CEDAW); Philippine Plan for Gender and Development, 1995-2025; Beijing Platform for Action; Declaration on the Elimination of Violence Against Women, the Millennium Development Goals, the WEDGE (Women’s Empowerment, Development and Gender Equity Plan, 2013-2016), and COA Circular 2014-0011.
