Full speed ahead to recovery

As the Department of Labor and Employment celebrates its 87th Founding Anniversary next week, the result of the October 2020 Labor Force Survey comes as a humble affirmation of our goal of productive and gainfully employed Filipino workers.

With the unemployment rate easing down at 8.7% or equivalent to 3.8 million unemployed, we are one with the entire Duterte administration in its resolve for the gradual rebound of the economy.

With a healthy workforce and a vibrant economy comes a positive labor market outlook in the new normal. We are fast-tracking the implementation of our P13-billion safety net programs for the formal and informal sector workers, including the returning overseas Filipino workers (OFWs), under Bayanihan to Recover as One Act or BAYANIHAN 2, to cushion the impact of the COVID-19 pandemic.

While the economy continues to reopen, we also recognize that business is still struggling to recover. Nonetheless, we continue to facilitate employment services with initiatives, such as Trabaho, Negosyo, Kabuhayan (TNK), Balik-Trabaho Online Job Fair, and youth employability programs, namely the Special Program for Employment of Students (SPES) and the Government Internship Program (GIP).

We also continuously update policies affecting workers and businesses to contain the spread of COVID-19 and eventually lessen its impacts through strict adherence to the minimum health standards in the workplace.

The Department is one with the entire government in the implementation of the “Prevent, Detect, Isolate, Treat, and Recover” (PDITR) strategy, and further making safe and sufficient public transport available so that more business can reopen and more workers can return to work and earn income.

More so, the Department, in coordination with the Department of Trade and Industry (DTI) and the Technical Education and Skills Development Authority, (TESDA) has initiated the development and implementation of the National Employment Recovery Strategy (NERS), an expanded TNK which serves as the blueprint for decent employment and entrepreneurship in the new normal.

Various government agencies have been consulted and supported the initiative and targets to be rolled out in 2021 as part of the whole-of-nation approach for full economic recovery.

As we close this challenging 2020, which also marks DOLE’s 87th year of service to the labor and employment sector, it is our fervent hope that with our “Bayanihang Pagtugon sa Hamon ng Bagong Panahon,” we can finally move full speed ahead to recovery. # # #

Mabilis na makakabawi

Kasabay sa paggunita ng ika-87 taong anibersaryo ng Department of Labor and Employment sa susunod na linggo, pinagtibay ng resulta ng October 2020 Labor Force Survey ang ating layunin na makapagbigay ng produktibo at sapat na trabaho para sa manggagawang Pilipino.

Sa pagbaba ng unemployment rate ng 8.7 porsiyento o katumbas na 3.8 milyong unemployed, kaisa tayo ng buong administrasyong Duterte sa mithiin nitong muling makabangon ang ekonomiya.

Kasabay ng malusog na manggagawa at buhay na ekonomiya ang positibong pananaw sa merkado ng paggawa sa “new normal.”

Sa ilalim ng Bayanihan to Recover as One Act o BAYANIHAN 2, agad nating ipatutupad ang implementasyon ng P13-bilyong safety net program para sa mga manggagawa sa formal at informal sector, kasama ang mga umuwing overseas Filipino worker (OFW), para mabawasan ang epekto ng pandemyang Covid-19.

Habang patuloy na nagbubukas ang ekonomiya, atin ding kinikilala ang patuloy na pagsusumikap ng mga negosyo upang makabawi. Gayunpaman, patuloy nating pangangasiwaan ang mga serbisyong pang-empleo na may inisyatibo tulad ng Trabaho, Negosyo, Kabuhayan (TNK), Balik-Trabaho Online Fair, at youth employability program, katulad ng Special Program for Employment of Students (SPES) at ang Government Internship Program (GIP).

Patuloy din nating isinasaayos ang mga polisiya para sa mga apektadong manggagawa at negosyo para maiwasan ang pagkalat ng COVID-19 at ng sa gayon ay mabawasan ang epekto nito sa pamamagitan ng mahigpit na pagpapatupad ng minimum health standard sa lugar-paggawa.

Kaisa ng Kagawaran ang buong pamahalaan sa pagpapatupad ng istratehiyang “Prevent, Detect, Isolate, Treat, and Recover (PDITR), at pagbibigay ng sapat at ligtas na transportasyong pampubliko para sa muling pagbubukas ng negosyo at pagbabalik ng mas maraming manggagawa sa trabaho.

Dagdag pa dito, inumpisahan na ng Kagawaran, sa pakikipagtulungan ng Department of Trade and Industry (DTI), at ng Technical Education and Skills Development Authority, ang pagbuo at implementasyon ng National Employment Strategy (NERS), at ang pagpapalawak ng TNK na nagsisilbing blueprint para sa disenteng empleo at negosyo sa “new normal.”

Iba’t ibang ahensiya ng pamahalaan ang kinonsulta at sumuporta sa inisyatibo na patuloy na ipatutupad sa 2021 bilang bahagi ng whole-of-nation approach para sa muling pagbangon ng ekonomiya.

Sa pagsasara ng mapanghamong 2020, kasabay na rin ng ika-87 taong serbisyo ng DOLE para sa sektor ng paggawa at empleo, lubos tayong umaasa na sa ating temang “Bayanihang Pagtugon sa Hamon ng Bagong Panahon” mas mabilis tayong makakabawi. ###
