Labor laws compliant economic zones in the country are progressively rising, and the newest on the list declared by Labor and Employment Secretary Rosalinda Dimapilis-Baldoz is the NYK-TDG IT Park at Knowledge Avenue, Carmeltown Canlubang, in Calamba, Laguna.


“I commend NYK-TDG IT Park, the first labor laws compliant eco-zone in CALABARZON Region, for their achievement. Yours is also the 13th economic zone in the country to have this kind of marker. I know that all of you have gone through a tedious process to achieve this stature,” Baldoz said during the unveiling ceremony on Monday, 9 November 2015.


Awarded by the Secretary with TCCLs Child Labor-Free Eco zones and Certificates of Compliance are NYK TDG Maritime Academy, NYK FIL Maritime E-Training, Green Meadows Allied and Security Services, Stronglink Manpower Services, and Sycamore Manpower Services. The eco-zone’s locator employees totals to 171.


The DOLE Secretary told the NYK-TDG IT Park eco-zone employers and workers that the true meaning of the symbol of the LLC marker is not merely about compliance with labor laws and occupational safety and health standards, including anti-child labor laws. “The compliance marker also signals to the world that you are fostering inside the Park a culture of voluntary compliance as a way of life in all your workplaces,” she emphasized.


Baldoz also lauded the NYK-TDG IT Park for attaing the status as a child labor-free zone, saying that the DOLE is highly-vigilant and active in the fight against child labor and all its worst forms, including the employment of minors.


“There might be establishments that employ child workers on the premise that they will be able to reduce the cost of business, but this is untrue. The benefits of eliminating child labor far outweigh the costs. By being child labor-free, your establishments are assured of good business, the labor chief said.


She also said about her commitment to be present every time there is an unveiling of a Labor Laws Compliant marker of an economic zone, or an establishment. “Inumpisahan ko ito noong nakaraang taon nang una nating ipatupad ang Labor Laws Compliance System (LLCS), isa po sa mga flagship reforms ng administrasyon ni Pangulong Benigno S. Aquino III,” said Baldoz.


Atty. Alvin M. Villamor, DOLE Region IV-A Assistant Regional Director, said the DOLE firmly believes that if a zone, an industry, or a firm can sustain continuing compliance to labor laws and other government regulations, economic growth and stability, and more importantly, industrial peace between and among labor and management in the region can be achieved.


In 2014 Secretary Baldoz declared Boracay and Guimaras in Region 6, as Labor Laws Compliant Tourist Destinations involving 344 and 108 establishments, respectively. In the same year, she unveiled labor laws compliant markers in Hacienda Luisita Industrial Park in Region 3 with nine locator-firms and an aggregate workforce of 9,167 and 20 contractors/subcontractors, all of which were labor laws compliant and recipients of COCs; Mactan Economic Zone, with 38 locators, Cebu Light Industrial Park with 18 locators; Coca-Cola FEMSA Phils. with 17 contractors/subcontractors and San Miguel Corp. with two locators and 13 subcontractors, all with COCs and located in RO 7.


This year, she unveiled labor laws compliant markers in Siargao and Dinagat Islands in the Caraga Region and Camiguin in Region 10, declaring these as Labor Laws Compliant Tourist Destinations; Phividec Industrial Park, also in Region 10; Zamboanga Ecozone Freeport Authority in Region 9; Mactan Export Processing Zone II (Region 7); Baguio Economic Zone (CAR); Cagayan Economic Zone (Region 2); Freeport Area of Bataan; PAFC Petrochemical Industrial Park; Hermosa Industrial Park; TIPCO Estate Corporation Special Economic Zone; and Angeles Industrial Park, Inc. (all in Region 3).


The DOLE chief also emphasized the transformation of the LLCOs who are in the forefront of labor laws compliance system implementation. “Two years ago, the LLCOs were officially called labor inspectors. The change in their designation signified the DOLE’s intent of doing a combination of regulatory and developmental approach in enforcing labor laws,” said Baldoz.


Baldoz urged NYK-TDG IT Park to maintain and sustain their labor laws compliance, wherein its validity is up to November 2017.


The Secretary toured after the unveiling ceremonies the facilities of the eco-zone, particularly the NYK-TDG Maritime Academy which serves as the training arm of the Nippon Yusen Kaisha or NYK Line of Japan, one of the world’s oldest and largest shipping companies founded in 1885, and the Transnational Diversified Group (TDG), a Filipino-owned business conglomerate established in 1976.


NYK-TDG Maritime Academy, which is duly approved by the Commission on Higher Education (CHED) in 2006, represents the single biggest investment in the Philippines of NYK Line and TDG. It is also their corporate social responsibility arm and contribution to the global competitiveness of the Filipino Merchant Marine Officer.
