EO on employment plan ‘road to recovery’ – Bello

Labor Secretary Silvestre Bello III described as a “big step toward job recovery” President Rodrigo Duterte’s signing of Executive Order (EO) No. 140, instituting the Inter-Agency Task Force on the National Employment Recovery Strategy (NERS).

“We thank the President for taking this bold, big step in the road towards the recovery of employment for our people,” Bello said, adding that the labor department will do its best in taking the lead in developing a holistic employment recovery plan along with the Department of Trade and Industry and the Technical Education and Skills Development Authority as NERS Task Force co-chairs.

The labor chief also urged for the continuous retooling and upskilling of workers to keep up with the changing global work landscape.

“Let us upskill our workers so they can compete in any new normal,” the labor secretary said, citing possible job displacements as digital technologies take over manual labor.

But he gave assurance of the President’s support for the Filipino workers as the nation transitions to digital work environment. “Nandito po ang inyong pamahalaan, sa pamumuno ni Presidente Rodrigo Duterte, para siguraduhing ang inyong karapatan sa disente at produktibong trabaho ay patuloy na pinoprotektahan. We will see to it that your rights are not violated,” Bello said.

Assistant Secretary Dominique R. Tutay, meanwhile, said that a partnership project between the government and the private sector has been set in motion to support the NERS plan.

Said project aims to immediately source Filipino talents for deployment in the construction, semiconductors and electronics manufacturing, tourism and hospitality, and export industries, the labor assistant secretary said.

Mission RACE (Rebooting Activities through Community Engagements) and Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers Program are also some of the DOLE programs lodged under the agenda.

The NERS’ 8-point employment recovery agenda include providing additional wage subsidy for private sector workers, retooling and upskilling of the Filipino workforce, and extending assistance to businesses and employers, among others.

The full implementation of the NERS agenda will entail a budget of about ₱1.14 trillion and is expected to generate 220,000 jobs and benefit over 1.4 million Filipinos. CPSD

Inilarawan ni Labor Secretary Silvestre Bello III bilang isang “malaking hakbang tungo sa pagbawi ng trabaho” ang paglagda ni Pangulong Rodrigo Duterte ng Executive Order (EO) No. 140, na nagtatatag sa Inter-Agency Task Force ng National Employment Recovery Strategy (NERS).

“Pinasasalamatan namin ang Pangulo sa kanyang katapangan upang gawin ang malaking hakbangin tungo sa pagbawi ng trabaho para sa ating mga mamamayan,” wika ni Bello. Kanya ring idinagdag na gagawin nila ang lahat sa kagawaran sa abot ng kanilang makakaya na pamunuan ang paglikha ng isang buong plano para sa muling pagbawi ng empleo kasama ang Department of Trade and Industry at ang Technical Education and Skills Development Authority bilang NERS Task Force co-chairs.

Hinikayat din ng kalihim ang patuloy na pag-retool at pagtataas ng kasanayan ng mga manggagawa upang makasabay sa pagbabago ng pandaigdigang lagay ng trabaho.

“Ating itaas ang kasanayan ng ating manggagawa upang makasabay sila sa anumang pagbabago,” pahayag ng kalihim. Kanya ring binanggit ang posibilidad na matanggal sa trabaho dahil ang makabagong teknolohiya ang pumapalit sa manual na paggawa.

Ngunit nagbigay siya ng katiyakan sa suporta ng Pangulo para sa mga manggagawang Filipino kasabay ng paglipat ng bansa sa digital work environment. “Nandito po ang inyong pamahalaan, sa pamumuno ni Pangulong Rodrigo Duterte, para siguraduhing ang inyong karapatan sa disente at produktibong trabaho ay patuloy na pinoprotektahan. Titiyakin natin na ang inyong karapatan ay hindi nalalabag,” pahayag ni Bello.

Samantala, sinabi ni Assistant Secretary Dominique R. Tutay na ang partnership project sa pagitan ng pamahalaan at ng pribadong sektor ay nagsimula na upang suportahan ang planong NERS.

Nilalayon ng nasabing proyekto na agad bigyan ng trabaho ang mga manggagawang Filipino sa construction, semiconductors and electronics manufacturing, tourism and hospitality, at export industry, wika ni labor assistant secretary.

Ilan sa mga programa ng DOLE tulad ng Mission RACE (Rebooting Activities through Community Engagements) at Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers Program (TUPAD) ang kasama sa ilalim ng nasabing agenda.

Kabilang sa 8-point employment recovery agenda ng NERS ang pagbibigay ng karagdagang tulong sa sahod para sa mga manggagawa sa pribadong sektor, pagbibigay ng karagdagang kasanayan sa manggagawang Filipino, at pagpapaabot ng tulong sa mga negosyo at employer, at iba pa.

Mangangailangan ng budget na aabot ng P1.14 trilyon para sa kabuuang implementasyon ng NERS agenda at tinatayang makakalikha ito ng 220,000 trabaho kung saan mahigit 1.4 milyong Filipino ang makikinabang. CPSD/ gmea
