ECC, DOLE award livelihood starter kits to PWRDs

Labor Secretary and ECC Chairperson Silvestre H. Bello III led the awarding of livelihood starter kits to four Persons with Work-Related Disabilities (PWRDs) under the Employees’ Compensation Program on May 5, 2022, at the Department of Labor and Employment Building, Intramuros, Manila.

“We are grateful for the opportunity to serve as the government’s agents in providing the much-needed assistance of our workers. Tunay ngang higit pa sa benepisyo ang ibinibigay na serbisyo ng ECC,” said Bello.

The PWRDs who received the livelihood starter kits are Narciso Dayao, a former maintenance helper who lost his right leg in a motorcycle accident on his way to work in 2015; Reynaldo Denaga, a former sales manager who suffered a stroke in 2018, leaving the left side of his body partially paralyzed; Nickelson Rubio, a former call center agent who was diagnosed with Carpal Tunnel Syndrome; and Joshua San Juan, a maintenance helper who lost his left arm in a work-site accident.

Dayao received a P20,000.00 livelihood starter kit to purchase materials and supplies for his livestock venture, and Denaga received a P20,000.00 livelihood starter kit to purchase supplies for his skin care product and food supplement business venture. Rubio, on the other hand, received a livelihood complementary kit worth P10,000.00 to sustain and increase the capital stock of his sari-sari store business, while San Juan already received a livelihood starter kit worth P30,000.00 for his sari-sari store and bigasan business.

According to ECC Executive Director Stella Zipagan-Banawis, the PWRDs have also previously received other EC benefits such as sickness and disability benefits, medical consultations, therapy sessions, and prostheses in addition to the livelihood starter kit.

“This is the core of ECC, to provide PWRDs with not only monetary assistance but also other services that they need which are not available to other social security institutions in our country. Through our Katulong at Gabay sa Manggagawang may Kapansanan (KaGabay) Program, we are able to provide professional medical guidance as well as additional benefits and services to workers who have greatly suffered from a work-related contingency,” said Banawis.

The KaGabay Program is a special economic assistance program of ECC for persons with work-related disabilities (PWRD) who lost employment by reason of work-related sickness or injury. It aims to facilitate the integration of PWRDs into the economic mainstream through physical restoration, training for re-employment, or entrepreneurship.

Aside from the P20,000.00 livelihood starter kit and a P10,000.00 complementary kit after a year if the livelihood project is sustained, the ECC KaGabay Program also provides rehabilitation services such as free physical or occupational therapy sessions, the provision of assistive devices such as prosthesis, wheelchairs, and hearing aids, psychological counseling, and entrepreneurial and livelihood training.

Banawis, on the other hand, reminded everyone that, even though there is an EC program, the priority of workplace safety and health remains, and that all employers and employees must always recognize and promote this.

Also present during the awarding are DOLE Undersecretary Benjo Santos Benavidez, ECC Deputy Director Jonathan Villasoto, Work Contingency Prevention and Rehabilitation Division Chief Raymond Banaga, and Social Worker Grace Tee and Allan Abanila of the Information and Public Assistance Division. # # # ECC

PWRDs tumanggap ng livelihood starter kit mula sa ECC, DOLE 

Pinangunahan ni Labor Secretary at tagapangulo ng Employees’ Compensation Commission (ECC)  Silvestre H. Bello III ang paggawad ng livelihood starter kit sa apat na Persons with Work-Related Disabilities (PWRDs) sa ilalim ng Employees’ Compensation Program (ECP)  noong Mayo 5, 2022, sa Department of Labor and Employment, Intramuros, Manila.

“Kami ay nagpapasalamat sa pagkakataong makapaglingkod bilang ahente ng pamahalaan sa pagbibigay ng tulong sa ating mga manggagawa. Tunay ngang higit pa sa benepisyo ang ibinibigay na serbisyo ng ECC,” ani Bello.

Nakatanggap ng livelihood starter kit ang mga PWRD na sina Narciso Dayao, isang dating maintenance helper na nawalan ng kanang paa sa isang aksidente sa motorsiklo habang papasok sa trabaho noong 2015; Reynaldo Denaga, isang dating sales manager na inatake noong 2018 at bahagyang naparalisa ang kaliwang bahagi ng kanyang katawan; Nickelson Rubio, isang dating call center agent na nagkasakit ng Carpal Tunnel Syndrome; at Joshua San Juan, isang maintenance helper na nawalan ng kaliwang braso sa isang aksidente sa trabaho.

Tumanggap si Dayao ng P20,000.00 livelihood starter kit para sa mga materyales at gamit para sa kanyang negosyong livestock. Si Denaga ay tumanggap din ng P20,000.00 livelihood starter kit para sa kanyang negosyong skin care product at food supplement. Nakatanggap naman si Rubio ng livelihood complementary kit na nagkakahalaga ng P10,000.00 para mapanatili at madagdagan ang paninda sa kanyang sari-sari store, habang si San Juan ay tumanggap ng livelihood starter kit na nagkakahalaga ng P30,000.00 para sa kanyang negosyong sari-sari store at bigasan.

Ayon kay ECC Executive Director Stella Zipagan-Banawis, una nang tinanggap ng mga PWRD ang iba pang benepisyo ng ECC tulad ng sickness and disability benefits, medical consultations, therapy sessions, at prostheses bilang karagdagan sa livelihood starter kit.

“Ito ang pinakabuod ng ECC, ang mabigyan ang mga PWRD hindi lamang ng tulong-pinanisyal kundi pati na rin ng iba pang serbisyong kailangan nila na hindi nila makukuha sa ibang social security institution sa ating bansa. Sa pamamagitan ng ating programang Katulong at Gabay sa Manggagawang may Kapansanan (KaGabay), nagagawa nating mabigyan ng propesyonal at medikal na patnubay pati na rin ng mga karagdagang benepisyo at serbisyo ang mga manggagawang nagkasakit o napinsala dulot ng aksidente na may kaugnayan sa trabaho,” pahayag ni Banawis.

Ang programang KaGabay ay isang tulong pang-ekonomiya ng ECC para sa mga taong nagkaroon ng kapansanan (PWRD) at nawalan ng trabaho dahil sa pagkakasakit o pinsala na may kaugnayan sa trabaho. Nilalayon nito ang mabilis na pagbabalik ng mga PWRD sa gawaing pang-ekonomiya sa pamamagitan ng physical restoration, pagsasanay para sa muling pagtatrabaho, o pagnenegosyo.

Bukod sa P20,000.00 na livelihood starter kit, tatanggap din ng P10,000.00 complementary kit matapos ang isang taon kung napanatili ang proyektong pangkabuhayan.  Nagbibigay din ang programang KaGabay ng ECC ng rehabilitation services tulad ng libreng physical o occupational therapy session, pagbibigay ng assistive device tulad ng prosthesis, wheelchair, at hearing aid, psychological counseling, at entrepreneurial and livelihood training.

Sa kabilang banda, ipinaalala ni Banawis na kahit may EC program, nananatiling prayoridad ang kaligtasan at kalusugan sa lugar-paggawa, at palagi itong dapat sundin at isulong ng lahat ng employer at empleyado.
