Labor and Employment Secretary Rosalinda Dimapilis-Baldoz said yesterday that the union and management of a tin and plastic manufacturing firm in Quezon City have amicably settled a dispute after the DOLE’s National Conciliation and Mediation Board-National Capital Region (NCMB-NCR) facilitated the settlement in just one conciliation conference.
Citing a report of NCMB-NCR Director Amorsolo Aglibut, Secretary Baldoz said the management of Quality Container Corporation (QCC) and its union, Samahang Manggagawa sa Quality Container Corporation, affiliated with the Federation of Free Workers, both agreed during the lone conciliation conference facilitated by NCMB-NCR Conciliator-Mediator Estelita S. Bautista to start negotiation on a new Collective Bargaining Agreement (CBA) starting 9 January 2014.
“The case arose when on 2 December 2013, the union, headed by its president Gerardo S Velasco, filed a preventive mediation (PM) case against the QCC management on the ground of unfair labor practice, specifically, violation of CBA provision and refusal to negotiate.
NCMB-NCR, acting fast on the preventive mediation case, held a conference on 10 December 2013 during which the parties decided to resolve their existing labor dispute.
During the conference, conciliator-mediator Bautista said that some issues on certain provisions of the collective bargaining agreement which have not yet been resolved will be discussed appropriately during the scheduled negotiation. She also got the commitment of management to grant the union a Christmas package of P40,000.
Baldoz hailed the union and management for the settlement and conciliator-mediator Bautista for her effort to facilitate it.
“The conciliation conference is a dispute resolution process that builds a positive, peaceful, and harmonious relationship between disputants. I am happy that both parties were open to each other. This will restore the harmonious relationship between them which is good for both parties,” she said.
“Conciliation-mediation is key in obtaining the best possible solution to a conflict,” she added.
Quality Container Corporation is a plastic manufacturing firm, with office located at 37 Eulogia Drive, Apolonio, Quezon City. It employs abour three hundred employees.
On the other hand, Samahang Mangagawa sa Quality Container Corporation, representing 38 members, is affiliated with the Federation of Free Workers (FFW). It is headed by its union president Gerardo S. Velasco.
