The Department of Labor and Employment (DOLE) is currently holding validation of compliance on Anti-Red Tape Act (ARTA) requirements to selected DOLE Regional Offices and Attached Agencies.
Republic Act 9485, or the Anti-Red Tape Act of 2007, aims to reduce red tape in the bureaucracy, hastens transactions in the government and provides stiffer penalties for those engaging in graft and corruption.
The DOLE’s Financial and Management Service, as the focal monitoring office for ARTA, leads the on-going validation which started on April 19 and will end on May 15, 2017.
The conduct of validation was aimed to further strengthen and enhance concerned DOLE regional offices and attached agencies’ implementation of R.A. 9485, or ARTA, and its Implementing Rules and Regulations in the Department.
DOLE Offices and Agencies that are being validated are the Professional Regulations Commission (PRC), Philippine Overseas Employment Administration (POEA), DOLE-NCR, Regional Offices No. 3, 6, 7, 11, 13, and the Central Office.
Among the requirements that validators are tasked to verify with the concerned DOLE offices and attached agencies includes posting of the Department’s Vision and Mission, list of frontline services, and Citizen’s Charter to most conspicuous place in the office; observance of ‘No Noon Break’ policy; absence of fixer; wearing of IDs; presence of designated smoking areas, and courtesy lane for persons with disabilities, pregnant women, and the elderly, among others.
Other activities that will be undertaken are examination of related documents, records and reports, and conduct of interview with program implementers and clients on their perception to services rendered.
The results of the validation will serve as inputs in defining areas for improvement in the delivery of the DOLE’s services to the transacting public.
Alongside the activity being undertaken is the validation of compliance of concerned DOLE offices and agencies on the 72-Hour Process Cycle Time of DOLE Key Frontline Services, 24/7 Hotlines, 8888 Complaint Hotline, CSC Contact Center ng Bayan, and One Stop Service Service Center for OFWs (OSSCO) spearheaded by DOLE’s Internal Audit Service.
