DOLE to validate vax cards of returning OFWs

Vaccination cards of returning overseas Filipino workers who have been fully inoculated abroad from COVID-19 will have to undergo validation by the Department of Labor and Employment’s (DOLE) Philippine Overseas Labor Office (POLO), Secretary Silvestre Bello III announced on Tuesday.

Citing IATF Resolution No. 123-C, item no. 3(ii), Secretary Bello said OFWs fully vaccinated in countries or jurisdictions outside the Philippines must carry their official documentation of complete vaccination or their International Certificate of Vaccination validated through the POLO.

Apart from the vaccine card or any document showing proof of vaccination, returning OFWs must also present their valid passport or travel document and verified employment contract to the POLO offices in their host country.

The application for validation must be made online via ONEHEALTHPASS PORTAL, which is accessible at https://www.onehealthpass.com.ph/e-HDC/.

Under DOLE Department Order No. 226 series of 2021, OFWs considered as “fully vaccinated” will refer to “individuals who received more than or equal to two weeks after having received the second dose of COVID-19 vaccine in a 2-dose series; or more than or equal to two weeks after having received a single-dose vaccine.”

Vaccines administered to individuals must also be included in any of the Emergency Use Authorization (EUA) List of Compassionate Special Permit issued by the Philippine Food and Drug Administration or Emergency Use Listing of the World Health Organization.

Earlier, the IATF through Resolution Nos. 123-C and 124-A, Series 2021 approved the implementation of shortened facility-based quarantine for inbound fully vaccinated Filipinos. This includes OFWs who stayed exclusively in “Green” countries or jurisdictions 14 days before arrival in the Philippines, effective July 1, 2021.

The Department of Health classifies green countries or jurisdictions as ‘low risk’ based on IATF evaluation. # # # GSR

Vax card ng mga uuwing OFW, sasailalim sa beripikasyon ng DOLE

Sasailalim sa beripikasyon ng Department of Labor and Employment (DOLE)-Philippine Overseas Labor Office (POLO) ang vaccination card ng mga uuwing overseas Filipino worker (OFW) na binakunahan laban sa Covid-19 sa ibang bansa, pahayag ni Secretary Silvestre Bello III.

Batay sa IATF Resolution No. 123-C, item no. 3(ii), sinabi ni Bello na dapat dala ng OFW na kumpletong nabakunahan sa mga bansa o sa labas sa hurisdiksiyon ng Pilipinas ang kanilang opisyal na dokumentasyon o International Certificate of Vaccination  na may beripikasyon ng POLO na nagpapatunay na kumpleto ang kanilang bakuna.

Maliban sa vaccine card o alinmang dokumento na nagpapatunay na sila ay nabakunahan, kailangan ding iprisinta ng mga uuwing OFW ang kanilang balidong pasaporte o travel document at beripikadong employment contract sa mga tanggapan ng POLO sa bansang kanilang pinagtatrabahuhan.

Sa ilalim ng DOLE Department Order No. 226 series of 2021, ang mga OFW na itinuturing na “may kumpletong bakuna” ay tumutukoy sa “indibidwal na nakatanggap ng mahigit o katumbas ng dalawang linggo matapos mabakunahan ng pangalawang dosis ng bakuna, sa two-dose na uri ng vaccine; o kaya ay mahigit o katumbas ng dalawang linggo matapos matanggap ang single-dose na uri ng vaccine.

Kinakailangan na ang mga bakunang ibinigay sa mga indibidwal ay kabilang sa listahan ng  alinman sa Emergency Use Authorization (EUA) List of Compassionate Special Permit na inisyu ng Philippine Food and Drug Administration o Emergency Use Listing ng World Health Organization.

Nauna rito, inaprubahan ng IATF sa pamamagitan ng Resolution Nos. 123-C at 124-A, Series 2021 ang implementasyon ng pinaikling facility-based quarantine para sa mga pauwing OFW na may kumpletong bakuna.

Kasama ang mga OFW na ekslusibong nanatili sa mga “green country” o sa mga nasasakupan na may 14 na araw bago dumating ng Pilipinas, epektibo ito simula Hulyo 1, 2021.

Batay sa ebalwasyon ng IATF, ituturing na “low-risk” ng Department of Health ang mga green countries at jurisdiction.  ###GSR/ gmea
