DOLE strengthens orientation to OFWs on-site

To facilitate the social integration of overseas Filipino workers in their countries of destination, Labor Secretary Silvestre Bello III instructed the Philippine Overseas Labor Offices to standardize the Post-Arrival Orientation Seminar (PAOS) given to OFWs.

A follow-through to the Pre-Departure Orientation Seminar (PDOS), the PAOS serves as a guide for newly-arrived OFWs to be oriented about the receiving country’s profile, culture, economy, education, laws, and working environment.

To standardize PAOS, Bello issued Administrative Order No. 532 which prescribes a content framework that contains information on the customs, culture, and tradition of the host country of OFWs; the political and regulatory framework on labor and immigration; employment contract; Philippine government’s role; emergency services availments; health and safety benefits; training initiatives; social support system services; and Filipino Community initiatives.

Bello directed the POLOs to conduct the orientation to newly-arrived OFWs ideally within one month from the date of their arrival in the host country.

They are also required to compel employers and foreign recruitment agencies to allow OFWs, especially the domestic workers, to attend the seminar.

To expand the access of OFWs to PAOS, the International Labor Affairs Bureau and the POLOs are set to work on the development of an online country-specific version of the PAOS as a supplemental platform for the implementation of the program.

Upang paigtingin ang social integration ng mga overseas Filipino workers sa bansang kanilang pupuntahan, inatasan ni Labor Secretary Silvestre Bello III ang mga Philippine Overseas Labor Office (POLO) na i-standardize ang Post-Arrival Orientation Seminar (PAOS) na ibinibigay sa mga OFW.

Matapos ang Pre-Departure Orientation Seminar (PDOS), ang PAOS ay nagsisilbing gabay sa mga bagong dating na OFWs upang maituro sa kanila ang profile, kultura, ekonomiya, edukasyon, batas, at working environment ng bansang kanilang papasukan.

Upang ma-standardize ang PAOS, naglabas si Bello ng Administrative Order No. 532 na nagtatakda ng content framework ng mga impormasyon sa customs, kultura, at tradisyon ng host country ng mga OFW; ang political at regulatory framework ng labor at immigration; employment contract; papel ng pamahalaan ng Pilipinas; emergency service na maaaring makuha; benepisyo sa kalusugan at kaligtasan; training initiative; social support system service; at Filipino Community initiative.

Inatasan na rin ni Bello ang mga POLO na magsagawa ng orientation sa mga bagong dating na OFW sa loob ng isang buwan mula sa araw ng pagdating nila sa host country.

Kinakailangan ring payagan ng mga employer at foreign recruitment agency ang mga OFW, higit lalo ang mga domestic worker, na dumalo sa seminar.

Upang mapalawak ang access ng OFW sa PAOS, ang International Labor Affairs Bureau at ang mga POLO ay nakatakdang palakasin ang online country-specific version ng PAOS bilang supplemental platform para sa implementasyon ng programa. END/aldm/ Paul Ang
