Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday lauded the DOLE Regional Office – National Capital Region for attaining the International Organization for Standardization (ISO) Certifications 9001:2008 which signify improved efficiency and effectiveness in the delivery of its enrolled frontline services.
“I am gratified with this development. This means we are moving steadily towards our goal of ensuring service excellence to the public,” Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday said after receiving the report on the DOLE RO-NCR ISO certification program from Regional Director Alex Avila.
According to Baldoz, the ISO 9001:2008 addresses various aspects of quality management and contains ISO’s best known standards to enhance the delivery of service to DOLE clients.
Baldoz, citing Regional Director Avila’s report, said that DOLE Regional Office-NCR has enrolled the provision of government labor and employment related services which include issuance of permits; registration of labor organizations and collective bargaining agreements; employment facilitation, and provision of livelihood and employment assistance.
“These standards will provide guidance and tools for DOLE Regional Office NCR in ensuring that the frontline services they provide consistently meet our clients’ requirements and that quality is consistently improved,” she said.
The DOLE Regional Office-NCR ISO Certification also include the field offices in Camanava, Manila, Makati-Pasay, MUNTAPARLAS, Pasig, and Quezon City.
ISO 9001:2008 sets out the criteria for a quality management system. It is the only standard in the ISO family of standards that can be certified. It can be used by any organization, large or small, regardless of its field of activity. In fact, ISO 9001:2008 is implemented by over one million companies and organizations in over 170 countries.
“ISO 9001:2008 certification has been in place for over a decade now and is used by companies and organizations as a method to benchmark and control quality. Being ISO-certified means the DOLE regional offices, bureau, and attached agencies will have a framework to manage their services and ensure continual improvement in all aspects of the services they provide,” said Baldoz, adding that the ISO certifications will be externally-assessed on an on-going basis to ensure that the best practices are maintained.
Aside from DOLE Regional Office-NCR, the other regional offices which are already ISO certified were Regional Office Nos. 3, 4-A, 4-B, 6, 7, 9, 10, 11, 12, CAR, and CARAGA.
In addition, eight of 11 agencies attached to the DOLE are now ISO certified. These are the Employees Compensation Commission, National Conciliation and Mediation Board, National Labor Relations Commission, National Maritime Polytechnic, Occupational Safety and Health Center, Overseas Workers Welfare Administration, Philippine Overseas Employment Administration, and the Technical Education and Skills Development Authority.
The 15 DOLE offices which were ISO Certified were the Office of the Secretary, Internal Audit Services, Planning Service, Legal Service, Human Resource Development Service, Administrative Service, Financial Management Service, Labor Communications Office, Bureau of Local Employment, Bureau of Working Conditions, Bureau of Labor Relations, Bureau of Workers with Special Concerns, International Labor Affairs Bureau, National Conciliation and Mediation Board, National Reintegration Center for OFWs, and National Labor Relations Commission.
The 15 earned the stamp of ISO 9001:2008 certification following the series of evaluations that capped the DOLE’s quest for the internationally – recognized Quality Management Systems (QMS) under the leadership of Secretary Baldoz.
