DOLE launches TUPAD training cum production in OrMin, signs MOA with DOT, TESDA, and PGOM 

Calapan City, Oriental Mindoro – To reinforce joint and synchronized assistance to the oil spill-affected individuals in Oriental Mindoro, the Department of Labor and Employment – MIMAROPA launched the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Training cum Production in partnership with the Technical Education and Skills Development Authority (TESDA), Department of Tourism (DOT), and the Provincial Government of Oriental Mindoro (PGOM) on April 24, 2023, at the Calapan City Convention Center in Tawiran, Calapan City, Oriental Mindoro.

A strengthened collaboration of these agencies was formed through the signing of the Memorandum of Agreement among DOLE Secretary Bienvenido E. Laguesma, TESDA Director-General Danilo P. Cruz, DOT Secretary Maria Esperanza Christina G. Frasco (represented by Atty. Shereen Gail Yu-Pamintuan, Undersecretary for Administration and Finance), and Oriental Mindoro Governor Humerlito “Bonz” A. Dolor.

Through the agreement, 19,892 beneficiaries in affected areas in Oriental Mindoro will receive 110 million-worth of emergency employment and livelihood assistance through the TUPAD distributed as follows: Pola – P5,065,875.00; Naujan – P9,143,103.00; Mansalay – P11,051,103.00; Pinamalayan = P17,886,147.00; Bansud – P7,787,673.00; Bulalacao – P13,355,514.00; Gloria – P8,207,055.00; Bongabong – P7,782,042.00; Roxas – P7,748,256.00; San Teodoro – P344,835.00; and Calapan City – P19,840,932.00.

Upon identification of affected tourism workers in coordination with the local government units, DOT will commence capacity development training programs for qualified beneficiaries on kulinarya/food tourism; farm tourism; tourism micro retail; and health and wellness tourism, among others.

Similarly, TESDA has allocated funds for NC II skills training in construction; agriculture; tourism; automotive; and other relevant sectors, as well as livelihood training programs through its training centers and registered mobile programs. The agency also designed short-term programs on critical competencies for each of the identified NC II courses.

For the PGOM’s part, the local government will act as the coordinator in charge of ensuring the systematic coverage of affected workers and smooth project implementation, as well as monitoring the integration of trained beneficiaries to establish their self-reliance.

According to DOLE Secretary Laguesma, this convergence agreement is the department’s answer to the people’s clamor for help.

“While DOLE provides temporary aid to disadvantaged or displaced workers under the TUPAD Program, the Department still strives to bring more sustainable and inclusive assistance to the affected individuals and families,” he added.

Calapan City, Oriental Mindoro – Upang palakasin ang magkasanib na tulong sa mga indibidwal na naapektuhan ng oil spill sa Oriental Mindoro, inilunsad ng Department of Labor and Employment – MIMAROPA ang Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Training cum Production katuwang ang Technical Education and Skills Development Authority (TESDA), Department of Tourism (DOT), at ang Provincial Government of Oriental Mindoro (PGOM) noong Abril 24, 2023, sa Calapan City Convention Center sa Tawiran, Calapan City, Oriental Mindoro.

Nabuo ang pinalakas na pagtutulungan ng mga ahensyang ito sa pamamagitan ng paglagda sa Memorandum of Agreement nina DOLE Secretary Bienvenido E. Laguesma, TESDA Director-General Danilo P. Cruz, DOT Secretary Maria Esperanza Christina G. Frasco (kinatawan ni Atty. Shereen Gail Yu-Pamintuan, Undersecretary for Administration and Finance), at Oriental Mindoro Governor Humerlito “Bonz” A. Dolor.

Sa pamamagitan ng kasunduan, 19,892 na benepisyaryo sa mga apektadong lugar sa Oriental Mindoro ang tatanggap ng 110 milyong halaga ng pansamantalang trabaho at tulong-pangkabuhayan sa pamamagitan ng TUPAD na ipinamahagi sa mga sumusunod: Pola – P5,065,875.00; Naujan – P9,143,103.00; Mansalay – P11,051,103.00; Pinamalayan = P17,886,147.00; Bansud – P7,787,673.00; Bulalacao – P13,355,514.00; Gloria – P8,207,055.00; Bongabong – P7,782,042.00; Roxas – P7,748,256.00; San Teodoro – P344,835.00; at Calapan City – P19,840,932.00.

Matapos kilalanin ang mga apektadong manggagawa sa turismo sa pakikipag-ugnayan sa lokal na pamahalaan, sisimulan ng DOT ang pagbibigay ng kasanayan para sa mga kwalipikadong benepisaryo sa kulinarya/food tourism; farm tourism; tourism micro retail; and health and wellness tourism, bukod sa iba pa.

Naglaan naman ang TESDA ng pondo para sa NC II skills training sa konstruksiyon; agrikultura; turismo; automotive; at iba pang nauugnay na sektor, gayundin ang mga kasanayan para sa programang pangkabuhayan sa pamamagitan ng kanilang mga training center at rehistradong mobile program. Nag-disenyo rin ang ahensya ng mga panandaliang programa sa mga kritikal na kakayahan para sa bawat kursong natukoy sa NC II.

Sa bahagi ng PGOM, ang lokal na pamahalaan ay magsisilbing coordinator na mamamahala sa pagtiyak sa mga apektadong manggagawa at maayos na pagpapatupad ng proyekto, gayundin ang pagsubaybay sa integrasyon ng mga sinanay na benepisyaryo sa pagtataguyod ng kanilang kabuhayan.

Ayon kay DOLE Secretary Laguesma, ang pinagsamang kasunduan ang tugon ng pamahalaan sa hiling na tulong ng mga mamamayan.

“Habang ang DOLE ay nagbibigay ng pansamantalang tulong sa mga manggagawang nawalan ng trabaho sa ilalim ng programang TUPAD, nagsusumikap pa rin ang Kagawaran na makapagbigay ng mas napapanatili at inklusibong tulong sa mga apektadong indibidwal at pamilya,” dagdag niya.
