DOLE intensifies monitoring of child laborers
The Department of Labor and Employment (DOLE) vows to boost its efforts in eradicating child labor in the country.
According to the Special Release on Working Children Situation for 2019 to 2021 published by the Philippine Statistics Authority (PSA) posted on 03 March 2023, there were 1.37 million working children, 935,000 of whom were engaged in child labor.
The release also identified the agriculture sector as the top industry with the most child laborers and tagged Northern Mindanao Region with the highest child labor incidence.
With the increased number of child laborers, the Department doubled its efforts in monitoring profiled child laborers to facilitate their removal from child labor.
“The Marcos administration remains steadfast in prioritizing the elimination of child labor in the country. Under Chapter 3 of the Philippine Development Plan 2023-2028, the target for the indicator “number of child laborers” is zero,” said Labor Secretary Bienvenido E. Laguesma.
Aside from the continuous push for anti-child labor campaigns, the Department – as the National Council Against Child Labor (NCACL) chair, leads the development of the Philippine Program Against Child Labor (PPACL) Strategic Framework covering the period 2023-2028.
The PPACL works to transform the lives of child laborers, their families, and communities toward their sense of self-worth, empowerment, and development. It has also been working towards preventing and progressively eliminating child labor through protection, withdrawal, healing, and reintegration of child workers into a caring society. It supports the alleviation of extreme poverty, which has been the leading cause of child labor in the country.
Secretary Laguesma added that the DOLE also extends necessary services to profiled child laborers as a contribution to the PPACL. “The DOLE has been implementing the Child Labor Prevention and Elimination Program that provides services to them and their families through direct intervention or referral to appropriate agencies and organizations.”
From 2018-2022, the DOLE has profiled 620,556 child laborers, referred 614,066 to appropriate agencies and organizations, provided 138,460 essential services, and withdrawn 148,248 from child labor. For 2023, the DOLE will prioritize monitoring 160,288 child laborers profiled in 2022.
The DOLE will continue to conduct various advocacy activities using quad-media platforms to raise awareness and gather support in the campaign against child labor, strengthen the capacity of DOLE Regional Offices and labor inspectors, social partners, and other stakeholders at the national and local levels, issue Working Child Permit (WCP) to children below 15 years of age that falls under the exceptions to the prohibition provided under Republic Act No. 9231, enforce anti-child labor laws in workplaces through the Labor Inspection Program, profile child laborers to locate and identify children engaged in child labor, rescue child laborers through Sagip Batang Manggagawa and other similar mechanisms, and provide assistance to profiled child laborers and their families, especially livelihood assistance, to facilitate the removal of children from child labor.
The elimination and prevention of child labor remain a top priority of the DOLE. ###

Pagbabantay sa mga batang-manggagawa, pinaigting ng DOLE
Nangako ang Department of Labor and Employment (DOLE) na mas paiigtingin nito ang pagsisikap upang wakasan ang child labor sa bansa.
Ayon sa Special Release on Working Children Situation para sa 2019 hanggang 2021 na inilathala ng Philippine Statistics Authority (PSA) noong ika-3 ng Marso 2023, mayroong 1.37 milyon na mga batang-manggagawa kung saan 935,000 dito ang nasa child labor.
Tinukoy din sa special release ang sektor ng agrikultura na nangungunang industriya na may pinakamaraming child laborer at ang Northern Mindanao Region na may pinakamataas na insidente ng child labor.
Dahil sa pagtaas ng bilang ng mga batang-manggagawa, dinoble ng Kagawaran ang pagsisikap nito na subaybayan ang mga na-profile na child laborer upang mapabilis ang pag-alis sa kanila mula sa child labor.
“Nananatiling matatag ang administrasyong Marcos sa pagbibigay prayoridad na wakasan ang child labor sa bansa. Sa ilalim ng Chapter 3 ng Philippine Development Plan 2023-2028, ang target para sa indicator na “number of child laborers” ay zero,” pahayag ni Labor Secretary Bienvenido E. Laguesma.
Bukod sa patuloy na pagtutulak ng kampanya laban sa child labor, ang Kagawaran – bilang tagapangulo ng National Council Against Child Labor (NCACL), ay nangunguna sa pagbuo ng Philippine Program Against Child Labor (PPACL) Strategic Framework para sa taong 2023-2028.
Nagsusumikap ang PPACL na baguhin ang buhay ng mga batang-manggagawa, kanilang mga pamilya at mga komunidad tungo sa pagpapahalaga sa kanilang sarili, pagpapalakas, at pag-unlad. Kumikilos din ito tungo sa pagpigil at unti-unting pag-alis ng mga bata sa pagtatrabaho sa pamamagitan ng proteksiyon, pagpapagaling at reintegrasyon ng mga batang-manggagawa sa mapagkalingang lipunan. Sinusuportahan nito ang pag-alis sa matinding kahirapan, na siyang pangunahing dahilan ng child labor sa bansa.
Idinagdag ni Secretary Laguesma na bilang kontribusyon sa PPACL, ang DOLE ay nagbibigay din ng mga kinakailangang serbisyo sa mga profiled child laborers. “Nagpapatupad ang DOLE ng Child Labor Prevention and Elimination Program na nagbibigay ng mga serbisyo sa kanila at sa kanilang mga pamilya sa pamamagitan ng direktang interbensyon o referral sa mga naaangkop na ahensya at organisasyon.”
Mula 2018-2022, ang DOLE ay nakapag-profile ng 620,556 child laborers, kung saan 614,066 ang ini-refer sa mga angkop na ahensya at organisasyon, 138,460 ang nabigyan ng kinakailangang serbisyo, at 148,248 naman ang naalis na mula sa child labor.
Para sa taong 2023, uunahin ng DOLE ang pagsubaybay sa 160,288 child laborers na na-profile noong 2022.
Patuloy na magsasagawa ang DOLE ng iba’t ibang adbokasiya, gamit ang quad-media platforms, upang itaas ang kamalayan gayun din ang pangangalap ng suporta sa kampanya laban sa child labor, palakasin ang kapasidad ng DOLE Regional Offices at mga labor inspector, social partner, at iba pang stakeholder sa pambansa at lokal na antas, pag-isyu ng Working Child Permit (WCP) sa mga batang wala pang 15 taong gulang na hindi nasasakop sa mga ipinagbabawal sa itinakda ng batas sa ilalim ng Republic Act No. 9231, ipatupad ang mga batas laban sa child labor sa mga lugar-paggawa sa pamamagitan ng Labor Inspection Program, pag-profile sa mga child laborer upang mahanap at tukuyin ang mga batang sangkot sa child labor, iligtas ang mga child laborers sa pamamagitan ng Sagip Batang Manggagawa at iba pang kahalintulad na mekanismo, at magbigay ng tulong sa mga profiled child laborer at kanilang mga pamilya, lalo na ang tulong-pangkabuhayan, upang madaling maialis ang mga bata sa child labor.
Nananatiling pangunahing prayoridad ng DOLE ang tuluyang pagwawakas at pag-iwas sa child labor. ###
