DOLE, DA inks GIP deal to fill gaps in agri

Hundreds of young agricultural professionals are set to be deployed to various offices and projects under the labor department’s Government Internship Program (GIP), it was reported on Sunday.

In an agreement signed recently by Labor Secretary Silvestre Bello III and Agriculture Secretary William Dar, hundreds of technical and agricultural biosystems engineers and graduates will be employed by DA which is seen to fill the gap in the demand for the profession in agriculture.

Under the deal, the agricultural professionals will be deployed to various government projects and offices in the country.

Bello said that based on the JobsFit Labor Market Information Report 2022, several jobs in the agribusiness sector are classified as in-demand but hard to fill. This include Agricultural Economist, Animal Husbandry, Aqua-culturist, and several others in the field of agricultural and biosystems engineering.

In-demand occupations refer to job vacancies posted recurrently by establishments and industries and have high turnover or replacement rate.

Hard to fill occupations refer to job vacancies where the company is having difficulty filling because job applicants are not qualified or there is no supply of job applicants. It is also hard for employers to fill these jobs since many qualified applicants prefer to work abroad, seek higher pay or have problems with work schedule or location.

Bello said that while the Philippines is transitioning to an economy with more emphasis on manufacturing and service, it is still an agricultural country where nearly one third of its labor force is employed in agriculture made up of farming, fisheries, forestry, and livestocks.

Based on data provided by DOLE’s Bureau of Local Employment (BLE), Bello stressed there are 711 Agricultural and Biosystems Engineers who passed the licensure examination and more or less 1,000 new agricultural and biosystems engineering graduates who will enter the labor market.

“From the labor and employment perspective, the development of the rural sector is crucial first step for the country to provide more and better jobs for the poor. Three quarters of the poor are found in the rural areas and agriculture employs most of the poor, which means agriculture plays a key role in efficiently reducing poverty”, Bello said.

DOLE-GIP is a program that aims to provide opportunities and engage young workers to serve in government agencies, projects and programs at the national and local levels.

The internship period shall be for a minimum of three months to a maximum of six months and the stipend is equivalent to the existing minimum wage of the region where the beneficiary is employed, and shall be entitled to an insurance coverage. ###

DOLE, DA lumagda ng kasunduan sa GIP upang punan ang kakulangan sa agrikultura

Daang propesyonal sa agrikultura ang nakatakdang i-deploy sa iba’t ibang tanggapan at proyekto ng Department of Labor and Employment (DOLE) sa ilalim ng programa nitong Government Internship Program (GIP).

Sa kasunduang nilagdaan kamakailan nina Labor Secretary Silvestre Bello III at Agriculture Secretary William Dar, daang technical at agricultural biosystem engineer at mga nagtapos ang magtatrabaho sa Department of Agriculture na tinatayang pupuno sa kakulangan para sa pangangailangan sa propesyon ng agrikultura.

Sa ilalim ng kasunduan, ang mga propesyonal sa agrikultura ay ide-deploy sa iba’t ibang proyekto at tanggapan ng gobyerno.

Sinabi ni Bello na batay sa JobsFit Labor Market Information Report 2022, maraming trabaho sa sektor ng agribusiness ang in-demand ngunit mahirap mapunan. Kabilang dito ang Agricultural Economist, Animal Husbandry, Aqua-culturist, at iba pa sa sektor ng agricultural at biosystems engineering.

Ang in-demand occupation ay mga bakanteng trabaho na paulit-ulit na inaanunsiyo ng establisiyimento at industriya at may mataas na turnover o replacement rate.

Ang hard to fill occupation ay mga bakanteng trabaho kung saan nahihirapan ang kompanya na punan ito sa dahilang hindi kwalipikado ang mga aplikante o walang suplay ng mga aplikante. Nahihirapan din ang mga employer na punan ang mga trabahong ito dahil karamihan sa kwalipikadong aplikante ay mas pinipiling magtrabaho sa ibang bansa, naghahanap ng mas mataas na sahod o may problema sa iskedyul sa trabaho o lokasyon.

Sinabi ni Bello na bagama’t itinutuon ng Pilipinas ang ekonomiya tungo sa manufacturing at service, ito pa rin ay isang agrikulturang bansa kung saan mahigit sa isang-katlong bahagi ng labor force ay nagtatrabaho sa agrikultura na binubuo ng pagsasaka, pangingisda, forestry at livestock.

Batay sa datos mula sa DOLE-Bureau of Local Employment, sinabi ni Bello na may 711 Agricultural at Biosystems Engineers ang pumasa sa licensure examination at humigit-kumulang na 1,000 bagong nagtapos sa agricultural at biosystems engineering ang madaragdag sa labor market.

“Mula sa labor and employment perspective, ang pagbubuo ng rural sector ay importanteng unang hakbang para sa ating bansa upang makapagbigay ng mas marami at maayos na trabaho para sa mahihirap. Tatlong kapat na bahagi ng mahihirap ay nagtatrabaho sa kanayunan at agrikultura, na nangangahulugan na ang agrikultura ay may mahalagang papel para mabawasan ang kahirapan,” ani Bello.

Ang DOLE-GIP ay isang programa na naglalayong magbigay ng oportunidad para sa mga kabataang manggagawa na magtrabaho sa mga ahensiya, proyekto at programa ng pamahalaan sa nasyonal at lokal.

Ang internship ay tatagal ng tatlong buwan hanggang anim na buwan at may sahod na katumbas sa kasalukuyang minimum na sahod sa rehiyon kung saan magtatrabaho ang benepisaryo, at tatanggap din ng insurance coverage.  ###
