Labor contractors and subcontractors are now off-limits at DOLE-sponsored job fairs.

 

Labor and Employment Secretary Silvestre H. Bello IIII yesterday said that job fairs conducted by the Department will no longer be open to establishments which are practicing contracting and subcontracting employment.

 

“This is part of our efforts to reduce the number of establishments practicing ‘endo’ and labor-only contracting by 2016 and abolishing it by 2017,” said Bello.

 

He added that illegitimate contractualization and ‘endo’ are practices which constitute labor-only contracting or other similar arrangements where the duration of employment is fixed for a short period for purposes of circumventing workers’ rights to security of tenure, self-organization and collective bargaining, labor standards, and other basic workers’ rights.

 

Labor-only contracting exists if the contractor or subcontractor does not have substantial capital or investment in the form of tools, equipment, machineries, work premises, among others, and the workers recruited are performing activities that are directly related to the principal business of the employer.

 

“Labor-only contracting is prohibited. This means that labor-only contracting, or those arrangement where the contractor or subcontractor merely recruits, supplies or places workers to perform a job, work or service for a principal, is illegal,” said Bello.

 

Secretary Bello also announced that there are 13 DOLE sponsored job fairs which are scheduled for September. These are as follows:

 

In the Cordillera Administrative Region, a job fair will be conducted at the Baguio Convention Center on 24 September.

 

In Region 2, a job fair will be held in 6-7 September at the San Marcos Gymnasium in Cabarroguis, Quirino.

 

In Region 3, job fairs are scheduled on 9 September at Bulwagan ng Kalayaan in Victoria, Tarlac and at SM City Event Center in SM Baliuag, Bulacan; 10 September at the Sta. Maria Municipal Gym in Sta. Maria, Bulacan and at San Jose Del Monte National Trade School in San Jose, Del Monte, Bulacan; and 15 September at the New Municipal Gym in Sampaloc, San Rafael, Bulacan.

 

In Region 6, a job fair will be conducted in Santa Barbara Covered Gym in Sta. Barbara, Iloilo on 12 September.

 

In Region 7, a job fair will be held at the Insular Square at Tabok, Mandaue City on 10 September.

 

In Region 11, there will be a job fair at Asuncion Gymnasium in Asuncion Davao on 19 September.

 

In Region 12, job fairs will be conducted at the Sports and Cultural Center in Tupi, South Cotabato and at the Municipal Gym in Alabel, Sarangani on 6 September; and at the Capitol Lobby in South Cotabato on 13 September.

 

In Region 13, a job fair is scheduled at Don Ruben Gymnasium in San Jose, Province of Dinagat Islands on 14-15 September.
