DOLE Regional Office No. 7 Director Exequiel Sarcauga reported to Labor and Employment Secretary Rosalinda Dimapilis-Baldoz that he has issued an order for the stoppage of exterior works being conducted by the Residencia Edades Condominium located at La Guardia, Lahug, Cebu City, on the second week of April.
“The findings of the Labor Laws Compliance Officers and the Occupational Safety and Health Investigation team showed there are sufficient grounds for the issuance of a work stoppage order to the condominium,” Sarcauga said in his report to Sec. Baldoz.
According to Sarcauga, the result of the monitoring done by the regional office’s LLCOs and the assessment by the Occupational Safety and Health Investigation team revealed the following violations: (1) non-wearing of the prescribed Personal Protective Equipment (PPE), like helmets, safety shoes and uniform by the workers while doing elevated exterior works; (2) no certified safety officer on duty; (3) and presence of installed substandard suspended working platforms in the fabricated ladder.
Aside from the noted violations, the management failed to present its DOLE-approved Construction Safety and Health Program (CSHP); Philippine Contractors Accreditation Board (PCAB) License; and Structural Analysis of the monkey ladder or fabricated ladder used; and use of independent lifelines by workers which is only one-half inch in diameter instead of the required 1-inch diameter nylon rope or wire rope.
“All these observations noted in the workplace posed imminent danger to cause death or serious physical harm to workers,” Sarcauga said.
Director Sarcauga added the DOLE Regional Office will continue to be vigilant and will keep on tracking, and monitoring the construction industries in Region 7, thus will not allow any construction to pursue its work if it would endanger or harm the workers.
As of April 2016, the DOLE Regional Office-VII has already issued around 11 work stoppage orders, five of which were partially lifted and around two were given permission to go back with operations.
