Higher education institution (HEI) personnel who were displaced from their work due to K to12 implementation can look forward to a more simplified process of availing assistance from the Department of Labor and Employment.

This after Secretary Silvestre H. Bello III issued a memorandum circular simplifying the documentary requirements for those applying for DOLE assistance for K to 12-affected workers, or the DOLE Adjustments Measures Program (K to 12 DOLE AMP).

The K to 12 DOLE AMP is part of the government’s inter-agency mitigation measures to assist displaced HEI personnel in their transition towards full time or self-employment through financial support, employment facilitation, and training and livelihood.

To avail of the assistance, displaced permanent personnel must submit the K to 12 DOLE AMP application form, notice of termination issued to the displaced personnel by the HEI, and photocopy of any government issued identification card.

Bello said if the displaced personnel did not receive a notice of termination from the HEI, they can submit, in lieu of the notice of termination, their photocopy of latest pay slip and application letter addressed to the DOLE Regional Director indicating the name and address of employer, as well as status and type of previous employment.

In the same memorandum, the Labor Secretary said non-permanent and contractual personnel must submit their K to 12 DOLE AMP application form; application letter addressed to the Regional Director indicating the name and address of previous employer, as well as status and type of previous employment; photocopy of previous employment contract; photocopy of latest pay slip; and latest income tax return, if the non-permanent HEI personnel wishes to avail of the financial support for six months provided that he or she has no other source of wage income.

To continuously receive assistance, beneficiaries are required to comply with certain Recommended Plan of Action (RPA) depending on the type of assistance that they have availed.

For financial support and employment facilitation beneficiaries, they are required to submit proof of one job contract per month for the approved coverage and to participate in employment facilitation programs offered by the DOLE.

Skills training beneficiaries are required to attend skills trainings offered by the Technical Education and Skills Development Authority (TESDA) as necessary; while DOLE Kabuhayan Program beneficiaries are required to participate in the livelihood programs provided by DOLE.

Applications for the K to 12 DOLE AMP may be submitted to the DOLE Regional and Field Offices, or Public Employment Service Offices who will screen and evaluate applications that have complete documentary requirements.
