Labor and Employment Secretary Silvestre H. Bello III met with labor leaders of  unions affiliated with the Kilusang Mayo Uno (KMU) who sought dialogue with the Department to resolve labor cases in Region 4-A.

 

“Mabuti ito na nakakapag-usap ang DOLE at union. Malinaw ang ibinigay na direksyon ni Pangulong Duterte na nagnanais na matapos ang “endo” at contractualization,” said Bello who urged other unions to report incidents of contractualization with the Department of Labor and Employment.

 

Bello also asked the members of the labor unions to help the Department in drafting a proposal on revising or repealing Department Order 18-A, or the Rules Implementing Articles 106 to 109 of the Labor Code, As Amended.

 

“Tulungan ninyo ako at si Usec. (Joel) Maglunsod kung paano ang maaaring gawin para matigil angcontractualization,” said Bello.

 

Labor leaders of the KMU group, PAMANTIK and Olalia, laid out their issues and concerns regarding labor issues in 12 companies in Southern Tagalog where most of their members are picketing. The KMU group was led by Hermie Marasigan, national federation president of Olalia-KMU and Allan A. Bagtas of the Pagkakaisa ng Manggagawa sa Timog Katagalugan (PAMANTIK)-KMU.

 

The companies which are involved in the labor cases are Tanduay; Ebara; Sagara;  Philips Wire and Cables; Carina; Manila Cordage Company; Manco Synthetic, Inc.;   Soro Soro Ibaba Development Cooperative; Takata; KAMIT; Hoya Glass Distributors Phils.; and Hanlin.

 

The labor issues which the KMU members presented were execution of the decisions on labor cases; complaint inspections; union registration cancellation; contractualization; illegal dismissal of union leaders and members; and non-recognition of the union as the sole and exclusive bargaining agent.

 

Undersecretary Maglunsod assured the members of the KMU that the Department will look into their issues and concerns. “Makikipagkonsulta kami sa iba’t ibang involved na agency at titignan namin dito sa Departamento kung paano maisasaayos agad ang mga isyung ito,” said Maglunsod.

 

Maglunsod also added that he will discuss the issues and concerns presented by the KMU labor leaders with Regional Director Zenaida Angara-Campita of the DOLE Regional Office No. 4-A, Chairman Gerardo C. Nograles of the National Labor Relations Commission (NLRC), Executive Director Shirley Pascual of the National Conciliation and Mediation Board (NCMB), and Directors Atty. Benjo Benavidez of the Bureau of Labor Relations and Romeo Montefalco of the DOLE Legal Service.

 

“Kakausapin namin ngayong linggo ding ito ang mga DOLE officials na involved sa mga isyu na ito upang mapag-alaman natin kung ano na ang nangyayari sa mga kasong ito,” said Maglunsod.

 

Like Secretary Bello, Maglunsod also urged the labor leaders to help the Department in resolving contractualization by presenting their proposals to the Department.

 

“Sinisiguro namin na masusing pinag-aaralan ng mga opisyal ng DOLE kung paano mareresolba ang kontraktuwalisasyon,” he added.

 

He further said there are several proposals which are  currently being studied and consolidated by the Department. “Tinitingnan namin kung anong mekanismo ang maaaring makatulong para masugpo ang kontraktwalisasyon,” said Maglunsod.
