Amid stable employment situation
Govt to sustain decent work gains – Bello

Labor Secretary Silvestre Bello III yesterday expressed optimism on the country’s employment situation after the July round of the Labor Force Survey showed improvements in the employment and underemployment rates in the country.

“Amid the stable employment situation in the country, we need to sustain our efforts to strengthen decent work gains and address the remaining challenges. Our aim at the Department is to secure employment, make employment more meaningful, more productive, and more beneficial to the workers, which in turn induce greater productivity to our employers and business,” Bello said.

The latest survey conducted by the Philippine Statistics Authority (PSA) showed a 94.6 percent employment rate, which translates to almost 43 million employed Filipinos in July 2019.

Compared to the 41 million employed persons during the same period last year, the employment rate has shown a 5.7 percent growth rate.

Of those employed, 5.9 million or 13.9 percent are underemployed, or those who expressed the desire to have additional hours of work in their present job, to have additional job, or to have a new job with longer working hours.

The figure is a reduction of over a million underemployed workers compared to the 7 million (17.2 percent) underemployed Filipinos in July 2018.

Bello said that more Filipino workers are enjoying remunerative and stable employment with the strict implementation of laws that ensure their protection and security.

He added that the Department is consistent in pushing for the passage of the security of tenure bill to stop all forms of abusive employment practices.

With 1.2 million new entrants to the labor force, the labor force participation rate has also increased to 62.1 percent in July 2019 compared to 60.1 percent during the same period last year.

Unemployment rate, meanwhile, is at 5.4 percent, which translates to 2.4 million unemployed Filipinos.

In terms of the youth’s labor participation, 7.7 million of the 20 million youth aged 15 to 24 years old are in the labor force. Of this number, 6.6 million are employed while 1.1 million are unemployed.

There are also 2.7 million youth (18.7 percent) who are not part of the labor force and also not in employment, education, and training (NEET).

Although the figure is lower compared to the 3.2 million youth (21.3 percent) who are not in employment, education, and training in July 2018, Bello said that DOLE is optimistic that youth unemployment will be strongly addressed, considering that several DOLE programs have been enacted into law to increase the employability of the youth sector.

Some of the DOLE programs aimed at capacitating the youth are the JobStart Philippines Program, Special Program for Employment of Students, and Government Internship Program.

With the advent of the Fourth Industrial Revolution which may further deepen the skills mismatch in the Philippines, Bureau of Local Employment (BLE) Director Dominique Rubia-Tutay said that there are various DOLE initiatives to help capacitate the Filipino workforce and prepare them for Industry 4.0

One of these initiatives is the release of the JobsFit 2022 Labor Market Information Report which provides labor market signals on industries that will create jobs and the skills needed for the future. It is aimed at helping students and job seekers make informed education, training, and career choices. It also serves as an aid to policy decision-making for both the public and private sectors.

Another DOLE program is the Philippine Talent Map Initiative which examines the current trends and issues that both academe and industry face in terms of workforce development.

Aside from the continuous provision of relevant and timely labor market information, the BLE also provides employment facilitation services through PhilJobNet, Public Employment Service Offices, and the conduct of regular Trabaho, Negosyo, Kabuhayan job fairs.

Naniniwala si Labor Secretary Silvestre Bello III na magiging mas maayos ang kalagayan ng trabaho matapos makitaan ng pag-unlad sa July Labor Force Survey ang employment at underemployment rate ng bansa.

“Sa gitna ng matatag na sitwasyon sa empleo ng ating bansa, kailangan nating ipagpatuloy ang ating pagsisikap na panatilihin ang pag-unlad ng disenteng trabaho at tugunan ang mga natitira pang pagsubok. Ang ating layunin ay magkaroon ng seguridad sa empleo, gawing mas makahulugan ang trabaho, mas produktibo, at mas kapaki-pakinabang sa mga manggagawa, na mangangahulugan ng malaking kapakinabangan sa ating mga employer at negosyo,” wika ni Bello.

Ang pinakahuling sarbey na isinagawa ng Philippine Statistics Authority (PSA) ay nagtala ng 94.6 porsiyentong employment rate, na nangangahulugan ng mahigit 43 milyong Filipino ang may trabaho ng Hulyo 2019.

Kumpara sa 41 milyong may trabaho sa kaparehong panahon noong nakaraang taon, nagtala ito ng pagtaas ng 5.7 porsiyento.

Sa mga may trabaho, 5.9 milyon o 13.9 porsiyento ang underemployed, o iyong nagpahayag na madagdagan ang kanilang oras sa kanilang kasalukuyang trabaho, magkaroon ng karagdagang trabaho, o magkaroon ng bagong trabaho na may mahabang oras ng pagtatrabaho.

Ang bilang ay bumaba ng mahigit isang milyong underemployed kumpara sa 7 milyong (17.2 porsiyento) underemployed na Filipino noong Hulyo 2018.

Sinabi ni Bello na mas maraming Filipinong manggagawa ang nagkaroon ng matatag na trabaho bunga ng mahigpit na implementasyon ng batas na tumitiyak sa kanilang proteksiyon at seguridad.

Kanyang idinagdag na nananatili pa rin ang Kagawaran sa layunin nitong maipasa ang security of tenure bill upang wakasan ang lahat ng uri ng mapang-abusong gawain sa trabaho.

Sa 1.2 milyong bagong manggagawa sa labor force, tumaas din ng 62.1 porsiyento ang labor force participation rate nitong Hulyo 2019 kumpara sa 60.1 porsiyento ng kaparehong panahon ng nakaraang taon.

Samantala, nasa 5.4 porsiyento ang unemployment rate, na nangangahulugan ng 2.4 milyong Filipino ang walang trabaho.

Para naman sa labor participation ng kabataan, 7.7 milyon mula sa 20 milyong kabataang may edad 15 hanggang 24 ang nasa labor force. Sa bilang na ito, 6.6 milyon ang may trabaho samantalang 1.1 milyon ang walang trabaho.

Mayroon ding 2.7 milyong kabataan (18.7 porsiyento) ang hindi bahagi ng labor force at wala rin sa employment, education at training (NEET).

Bagama’t ang bilang ay mas mababa sa 3.2 milyong kabataan (21.3 porsiyento) na hindi bahagi sa empleo, edukasyon at pagsasanay noong Hulyo 2018, sinabi ni Bello na umaasa ang DOLE na matutugunan ang youth unemployment dahil may ilang programa ang DOLE ang naisabatas na magtataas sa employability ng sektor ng kabataan.

Ang ilan sa mga programa ng DOLE na naglalayong palakasin ang kapasidad ng kabataan ay ang JobStart Philippines Program, Special Program for Employment of Students, at Government Internship Program.

Sa pagdating ng Fourth Industrial Revolution na mas magpapalalim sa skills mismatch sa Pilipinas, sinabi ni Bureau of Local Employment (BLE) Director Dominique Rubia-Tutay na may iba’t ibang inisyatibo ang DOLE na tutulong sa pagtataas ng kapasidad ng manggagawang Filipino bilang paghahanda sa Industry 4.0.

Ang isa sa mga inisyatibong ito ay ang paglalabas ng JobsFit 2022 Labor Market Information Report na magbibigay hudyat sa merkado ng paggawa sa mga industriya na lilikha ng trabaho at ang mga kasanayan na kakailanganin sa hinaharap. Naglalayon itong tulungan ang mga estudyante at mga naghahanap ng trabaho na mabigyan ng impormasyon ukol sa edukasyon, pagsasanay at pagpili ng propesyon. Magsisilbi rin itong gabay sa pagbubuo ng polisiya para sa parehong pampubliko at pribadong sektor.

Ang isa pang programa ng DOLE ay ang Philippine Talent Map Initiative na sumusuri sa kasalukuyang kalakaran at usapin sa tuntunin ng pag-unlad ng manggagawa na parehong hinaharap ng akademya at industriya.

Maliban sa patuloy na pagbibigay ng naaayon at napapanahong impormasyon sa merkado sa paggawa, nagbibigay din ang BLE ng serbisyo sa pasilitasyon ng trabaho sa pamamagitan ng PhilJobNet, Public Employment Service Office, at ang pagsasagawa ng regular na Trabaho, Negosyo, Kabuhayan job fair.
