Amid automation

PH bats for human-centered labor agenda

The Philippines on Tuesday brought to international attention the need to put people at the center of labor and employment agenda amid transformations in the world of work.

Addressing the 108th Session of the International Labor Conference in Geneva, Switzerland, Labor Secretary Silvestre Bello III said that ‘automation in the world of work represents great opportunities, but it can also broaden, if not properly managed, social inequalities and poverty.’

Affirming the importance of human resource, Bello reiterated that “we want to ensure that no one is left behind and no one is displaced from their respective jobs,” adding that the position is in full accord with the Sustainable Development Goals which the Philippines is committed to achieve.

The Labor Secretary also welcomed the timely release of the Report on Work for a Brighter Future: Global Commission on the Future of Work, a landmark report by the ILO, which outlines the steps needed to achieve a future of work that provides decent and sustainable work opportunities for all.

He also lauded the report for giving primacy to people and the work they do at the heart of labor and employment agenda.

Bello said that the main task at hand is to craft specific policy responses that affirm human incomparability, and assert the importance of tripartism and social dialogue.

“These are among the outcomes we want to achieve and must not overlook as automation, big data, digitalization and Artificial Intelligence and their impact to work,” he said.

As a concrete step, Bello underscored “upskilling, reskilling, and retooling” as priority strategies to prepare the Filipino workforce.

Bello also enumerated the numerous landmark legislations that the Philippine Congress had passed for the protection of the rights and promotion of the welfare of Filipino workers and their families.

In closing, the Labor Secretary expressed fresh hopes for strong international cooperation to safeguard the life and dignity of the Filipino workers, especially those deployed in foreign soil.

Human-centered labor agenda, itutulak ng ‘Pinas

Inihayag ng Pilipinas sa international community nitong Martes na dapat ilagay ang tao bilang sentro ng agenda ng labor and employment sa gitna ng mga pagbabago sa mundo ng trabaho.

Sinabi ni Labor Secretary Silvestre Bello III sa ika-108 pagpupulong ng International Labor Conference sa Geneva, Switzerland na ang ‘automation sa mundo ng trabaho ay nagbibigay ng malaking oportunidad, subalit ito rin ay magpapalawak ng hindi pagkakapantay-pantay at kahirapan kung hindi mapapangasiwaan ng maayos.’

Bilang pagpapatibay sa kahalagahan ng human resource, binigyang diin ni Bello na “nais namin na walang maiiwan at wala ring mawawalan ng trabaho,” at dinagdag na ang posisyong ito ay alinsunod sa Sustainable Development Goals na nais makamit ng Pilipinas.

Naghayag rin ng suporta ang kalihim sa pagpapalabas ng Report on Work for a Brighter Future: Global Commission on the Future of Work, isang landmark report ng ILO na nagbibigay gabay sa mga hakbangin upang makamit ang future of work na nagtatakda ng disente at matatag na trabaho para sa lahat.

Pinuri rin niya ang ulat dahil sa pagbibigyan nito ng kahalagahan sa tao maging sa trabahong kanilang ginagawa sa gitna ng labor and employment agenda.

Ayon kay Bello, ang pangunahing layunin na dapat maisakatuparan ay ang makabuo ng mga polisiya na magpapatibay sa human incomparability, at igiit ang kahalagahan ng tripartism at social dialogue.

“Ilan lamang ito sa mga resultang nais nating makamit at hindi makaligtaan bilang bahagi ng automation, big data, digitalization at Artificial Intelligence, at ang epekto nito sa trabaho,” ayon sa kalihim.

Isa sa mga kongkretong hakbangin na inihalimbawa ni Bello ay ang “upskilling, reskilling, at retooling” bilang mga prayoridad na istratehiya upang maihanda ang mga Pilipinong manggagawa.

Binanggit rin ni Bello ang ilang mahahalagang batas na ipinasa ng kongreso para sa proteksyon ng karapatan at kapakanan ng mga Pilipinong manggagawa at ng kanilang pamilya.

Bilang pagtatapos, nagpahayag ang kalihim ng pag-asa para sa mas pinaigting na pandaigdigang pagtutulungan upang matiyak ang seguridad ng buhay at dignidad ng mga Pilipinong manggagawa, higit lalo na ang mga nagtatrabaho sa ibang bansa.
