Know More Coverage Requirements
The labor education for workers and employers on their rights and responsibilities is enshrined under Article 277 (h) of the Labor Code of the Philippines, as amended. Formerly known as the Continuing Labor and Employment Education Program (CLEEP), LEES aims to increase awareness on workers and employers rights and responsibilities, work ethics, values and skills to contribute in fostering a more cooperative labor-management relations and the attainment of decent and productive work. It has three (3) components, namely:
For better service delivery and in ensuring that DOLE’s clients are aware of their rights, responsibilities, options, as well as the various programs and services offered by the Department, the DOLE revolutionized its labor education program taking into consideration the expanding clientele, modernizing technology and evolving world of work. Through the modernized LEES, the DOLE adopted a strategy of marketing its programs and services through commercial video clips being shown in conspicuous places in several establishments, institutions, and public transportation. It further improved its accessibility with the creation of a YouTube Channel to serve as reservoir of the Department’s animated instruction and informational materials. Another platform that was developed is the DOLE LEES Mobile Application which contains electronic copies of the Department’s information, education and communication materials, information on the programs and services of the Department and its attached agencies, and links to the animated video clips. With the use of computers, laptops, cellular phones, and tablets, the DOLE, through the LEES Mobile Application, is able to reach out to various people of all ages across the country and across the globe, anytime, anywhere. Another essential component of the LEES is the DOLE e-Learning System. Launched on 10 December 2014, the DOLE provides web-based learning and education on a wide array of topics covering general labor standards, occupational safety and health standards, labor relations, productivity and other labor and employment-related concerns, whether local or overseas. Modules in the DOLE e-Learning System include: a. Pre-Deployment Training and Immersion Program
The three (3) seminar components of the program are delivered by the Regional Offices to targeted establishments or institutions. The same may also be conducted in establishments or institutions upon request from organizations, management, or company/institution owners.
As to the modernized LEES (i.e.: animated video clips, e-Learning modules), it may be accessed by the general public thru YouTube and the DOLE e-Learning Portal. |
