Intended beneficiaries are the:

  1. workers, including OFWs, who are displaced or to-be-displaced, or whose main sources of household income are affected due to socioeconomic reasons such as, but not limited to:
  2. – rightsizing
    – redundancy
    – import competition
    – introduction of technological change and labor-saving devices;
    – national policy shifts
    – contingencies that are analogous or similar to the above affecting the domestic labor market; and
    – (in the case of OFWs) contingencies that are analogous or similar to the above that are occurring at the host / receiving countries

  3. at-risk companies, particularly those which desire to implement responsible workforce restructuring
  4. communities with large-scale displacement of the local workforce
